As Assistant Director for Employment Initiatives and Staffing (EIS) this leadership role provides strategic oversight and direction for key Vocational Rehabilitation (VR) initiatives across North Carolina. This includes major statewide programs such as Individual Placement and Support (IPS) Pre-Employment Transition Services (Pre-ETS) Olmstead implementation Transitions to Community Living (TCL) and Competitive Integrated Employment (CIE). The Assistant Director helps shape VR policy and processes oversees program development monitors budgets and ensures progress toward project goals related to employment outcomes for individuals with disabilities.

This position also plays a central role in talent acquisition and staff engagement within the Division of Employment and Independence for People with Disabilities (EIPD) formerly known as Vocational Rehabilitation (VR). EIPD includes over 990 staff positions in 75 statewide locations serving all 100 counties of NC. The Assistant Director for EIS will partner closely with Human Resources and the EIPD Division Director to develop and implement recruitment strategies accelerate hiring timelines and improve vacancy rates to maintain effective service delivery. The role includes tracking hiring trends and building systems to ensure timely onboarding of qualified candidates.

Equally important is this positions responsibility for staff retention and engagement. The Assistant Director leads efforts to improve onboarding training and professional development; enhance working conditions; and strengthen employee connection to the agencys mission. The goal is to reduce turnover increase morale and support ongoing growth and advancement among staff while providing high quality services to the disability community statewide.

In addition to leading cross-cutting employment initiatives and talent strategies for the agency the Assistant Director serves as a key representative of the EIPD Division Director and acts as primary backup in the Directors absence on matters related to cross-divisional employment initiatives recruitment and engagement.

Position directly supervises a team of senior leaders temporary and grant-funded staff as they align with agency and program needs.

Minimum Education and Experience Requirements

Masters degree in a discipline directly related to the agencys program business administration or public administration from an appropriated accredited institution five years of managerial experience in the public or private sectors involving significant decision-making authority in the planning organizing and directing of operations in an area related to the assigned program(s);
OR
an equivalent combination of education and experience.
