We are seeking a highly motivated and experienced Capture Manager to support the U.S. Navys Science and Technology (S&T) this role you will directly support the S&T Lead in shaping acquisition strategies aligning technical requirements with programmatic objectives and advancing initiatives through the acquisition lifecycle. The ideal candidate brings a strong acquisition background and demonstrated experience working within Navy or DoD program environments particularly at the Program Executive Office (PEO) or Systems Command (SYSCOM) level. Familiarity with C4I engineering concepts and technical stakeholder coordination is preferred. This position requires an active TS/SCI clearance and is located onsite in San Diego CA.

Key Responsibilities
Support the S&T Lead in shaping and coordinating capture strategies for emerging Navy S&T initiatives.
Assist in identifying capability gaps and aligning them with relevant acquisition pathways and funding opportunities.
Track and analyze technical requirements schedules and documentation relevant to pre-award and early acquisition phases.
Prepare and contribute to acquisition-related deliverables such as Statements of Work (SOWs) Performance Work Statements (PWS) Acquisition Strategies and Request for Information (RFI) inputs.
Coordinate with technical and program stakeholders including government labs industry partners and internal Navy offices to ensure alignment with capture goals.
Provide acquisition planning support across a portfolio of projects with attention to funding timelines documentation milestones and risk mitigation.
Support strategic communications and briefings to senior Navy leadership and external stakeholders.
Maintain awareness of relevant DoD S&T efforts (e.g. ONR DARPA OUSDR&E) to inform portfolio strategy and engagement planning.
Required Qualifications
Bachelors degree from an accredited institution.
Minimum of 7 years of experience in DoD acquisition including program planning documentation or capture support.
Direct experience supporting a Navy Program Executive Office (PEO) Systems Command (SYSCOM) or S&T-focused organization.
Proven ability to coordinate across technical acquisition and leadership stakeholders.
Strong writing communication and organizational skills.
Active TS/SCI clearance or the ability to obtain and maintain one.
Desired Knowledge Skills and Abilities
Familiarity with C4I engineering principles and systems.
Understanding of the Navys S&T ecosystem including ONR DARPA and OUSD(R&E).
Ability to synthesize technical information and shape it into actionable acquisition strategies.
Experience preparing early acquisition artifacts such as RFIs SOWs and draft RFP inputs.
Comfort operating in a dynamic multi-stakeholder environment with shifting priorities.
Professional demeanor and proven track record of effective support to senior government clients.
