BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the worlds largest humanitarian agency fighting hunger worldwide. As such nutrition is integral to the mission of reaching Zero Hunger and the Sustainable Development Goals (SDGs). A cornerstone of the SDGs is the support that agencies such as the UN and specifically WFP can provide to governments to reach their commitments to Agenda 2030. Achieving increased capacity in nutrition both within WFP and with partners especially government partners has been articulated in a comprehensive Nutrition Learning Strategy.
To implement the corporate strategic plan countries are developing multi-year country-level strategies called Country Strategic Plans and Interim Country Strategic Plans. Most of these plans now include Social and Behaviour Change (SBC) as part of achieving strategic objectives including promoting healthy diets. Activities include both direct implementation and support to partners and governments in the form of technical assistance and country capacity strengthening.
Furthermore the scale at which WFP is implementing different forms of cash programming including through social protection presents an unprecedented opportunity to enable healthier diets ensure the needs of the most marginalized and nutritionally vulnerable populations are met and increasing accountability for more equitable food systems. This effort will require both individual and institutional demand creation for healthier diets along with supply-side intervention. SBC offers the tools and methods necessary for institutional and individual demand creation. When integrated as a complementary intervention SBC strategies can empower recipients of cash assistance to meet their needs while maximizing the nutritional value of their food purchases by creating an enabling environment for healthy choices to be undertaken.
ACCOUNTABILITIES/RESPONSIBILITIES:
The Advisor will report to the Team Lead of Child Wasting and Maternal Nutrition and provide support to all teams of the Nutrition & Food Quality Service and across WFP. Drawing on their expertise in social science and behavioural insights research community engagement and accountability as well as public health and cash programming the Advisor will:
DELIVERABLES AT THE END OF THE CONTRACT:
1. SBC toolkit for humanitarian context developed
2. Technical and operational presentations on integrating SBC into PPGN programming and CSP
3. Roll-out plan for SBC Vision and Roadmap to RB and CO developed and implemented
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced degree in social or behavioural science public health marketing and communications psychology education or other relevant university degree
Experience:
Minimum 8 years of experience working in development and Humanitarian Emergency contexts particularly on health and nutrition programming
Experience designing formative research to design SBC strategies using mixed methods and behavioural science research
Knowledge& Skills:
Advanced knowledge of designing SBC as part of public health nutrition and emergency response programming
Proven ability to deliver strategic guidance at policy level related to designing and implementing SBC interventions at scale
Knowledge of the use of cash in social protection and emergency relief programming
Excellent technical writing and oral presentation skills
Demonstrated ability to work effectively with remote-based
Languages:
Fluency in English required. Working knowledge of another UN language is highly desirable.
