Niyam IT is seeking an experienced Senior Emergency Management Consultant to support our work with our federal clients. The ideal candidate will possess a blend of advanced analytical capabilities a deep understanding of emergency management principles and strong interpersonal skills. Previous work history at FEMA is a plus. We offer competitive compensation and benefits. Position will be hybrid to Fairfax VA.
Roles and Responsibilities
Data Analytics & Interpretation
- Analyze open-source data (e.g. FEMA NOAA USGS Census Bureau) to assess risks identify trends and support decision-making.
- Perform advanced statistical modeling and predictive analysis using tools such as R Python SAS or SPSS.
- Create compelling data visualizations and reports tailored to both technical and non-technical audiences.
- Conduct geospatial analysis (GIS) to map hazards vulnerabilities and recovery indicators.
Supply Chain & Economic Resilience
- Assess supply chain vulnerabilities critical nodes and disruption risks across industries.
- Utilize NAICS and HTS codes to conduct economic impact assessments.
- Interpret economic indicators to evaluate disaster effects on community resilience and recovery potential.
Disaster Science & Risk Assessment
- Apply hazard-specific knowledge (e.g. hurricanes earthquakes floods) to regional risk assessments.
- Implement established risk and vulnerability assessment frameworks to identify community threats.
- Develop risk-informed recommendations to protect critical infrastructure and lifelines.
Emergency Management Strategy & Support
- Apply knowledge of NIMS ICS and the National Response Framework to support preparedness response and recovery planning.
- Engage in all phases of the emergency management cycle: planning mitigation response and recovery.
- Provide subject matter expertise during client workshops exercises or after-action reviews.
Client Engagement & Consulting
- Build and maintain strong professional client relationships through proactive communication and reliable delivery.
- Collaborate with multidisciplinary teams and external partners to drive project success.
- Translate complex findings into actionable strategies and executive-level briefings.
- Support proposal development strategic planning efforts and stakeholder coordination.
Qualifications and Education Requirements
- US Citizenship with ability to obtain a Public Trust.
- Bachelors degree in Emergency Management Public Policy Environmental Science Data Science Geography Economics or a related field.
- 10 years of progressive experience in emergency management risk assessment disaster recovery or related consulting roles.
- Direct experience working with federal agencies such as FEMA DHS HUD or similar is highly desirable.
- Strong background in data analysis GIS and economic or supply chain modeling in the context of disasters and resilience.
- Experience supporting or leading resilience planning hazard mitigation or recovery projects for public sector clients.
- Proficiency with statistical and analytical tools (e.g. R Python SAS SPSS).
- Experience with GIS platforms (e.g. ArcGIS QGIS) and data visualization software (e.g. Tableau Power BI).
- Familiarity with emergency management platforms and standards such as HAZUS THIRA and Continuity of Operations Plans (COOP) is a plus.
Preferred Skills
- Prior consulting experience including project scoping client presentations and deliverable development is strongly preferred.
- Masters degree in a relevant discipline.
