Description of Job

This position is located in The Executive Directors Office. The Executive Directors Office (EDO) is the backbone of the Colorado Department of Public Safety providing effective administrative and management services to the Departments operating divisions.

The EDO includes the following:

  • The Executive Director and Deputy Executive Director Oversees strategic direction and operations for the department.

  • Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting purchasing and contracts budget logistics services (fleet warehousing material management and fabrication) and property services (property management leasing facilities maintenance construction project management and insurance programs) to support the operations and programs of CDPS divisions.

  • Human Resources Office - Supports recruitment hiring evaluation benefits management personnel actions payroll and all other human resources functions.

  • Compliance Office Manages Departmental Policy Risk Management Workers Compensation Program Workplace Investigations Internal Auditing Rulemaking and ensures compliance with state and federal requirements and the States LESO 1033/1122 programs.

  • Colorado Integrated Criminal Justice Information Systems develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: the Department of Corrections Judicial the Colorado District Attorneys Council the Division of Youth Corrections and the Colorado Bureau of Investigation.

  • Office of School Safety assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado.



ABOUT THE WORK UNIT
The Logistics Services Section (LSS) manages the Departments fleet and public safety materials through customer focused actions empowering members of the Department to safeguard lives. There are three major branches that comprise the section: Materials Management Branch (Warehouse) Fleet Management Branch and the Wildland Fire Logistics Branch. Members of these three branches plus the Logistics Services headquarters section provide daily production and support for the equipment and infrastructure necessary to sustain operations for the divisions assigned to the Colorado Department of Public Safety.

The Fleet Management Section within LSS manages operates and provides fleet management services to the five agencies within Colorado Department of Public Safety (CDPS) these services include providing new car up-fitting with emergency and safety equipment vehicle repair services monitoring and authorization for the repairs/maintenance of the 1226 CDPS vehicles. Fleet maintenance services are also provided to other State agencies including CDOT DOC DOAG and DOL. The CDPS Fleet Management Auto Shop is a Category 3 vehicle repair State facility. These services are provided in accordance with State Fiscal and State Fleet Management (SFM) rules and regulations vehicle manufacturer specifications. Provide competitive fleet services vehicle parts quality control and vehicle asset management.

WORK ENVIONMENT
100% In-person position
Required to bend kneel climb in/out of vehicles when maintaining and repairing equipment.
Work unit core business hours Mon-Fri 8:00 am - 5:00 pm. (flexible shifts available with supervisor approval)

ABOUT THE JOB

The Equipment Mechanic II works independently with prior management/supervisor direction to determine day-to-day work requirements to meet mission objectives for CDPS Fleet Management Auto Shop. This includes the repair of specialized law enforcement vehicles and installation of specialized law enforcement equipment. Evaluates vehicles for repair needs meets with LSS management to resolve vehicle issues problems and conditions. Researches analyzes and determines courses of action and methods/processes required to complete the installation of specialized law enforcement equipment. Routinely works independently with uniformed members of CDPS to provide high-quality vehicle services.


CDPS Fleet Management is fully authorized and delegated by State Fleet Management to manage the entire CDPS Fleet and provide service to other State Agencies. This includes all maintenance and repairs of CDPS vehicles and associated equipment. The CDPS Fleet Management Branch is responsible for and oversees the entire new vehicle up-fitting process and production. New vehicle production is completed in the CDPS Fleet Management auto shop and is completed by CDPS Fleet.


KEY RESPONSIBILITIES

Installation Fabrication and Design
Installs vehicle emergency lighting safety equipment light bars directional arrow indicators electrical switching components/modules weapon holders push bumpers prisoner partitions (cages) K-9 partitions video camera systems speed timing devices and Officer Safety Module system. Utilizes various electrical wiring schematics and harnesses on a wide variety of CDPS vehicles of different make and models including motorcycles CSP academy training vehicles CBI vehicles K-9 units Port of entry Investigative services undercover vehicles Motor Carrier Safety Hazardous Materials units Governors Protection Detail and other specialty vehicles. This requires the fabrication of accessories and brackets required to mount equipment in a multitude of vehicles.
Maintenance and Repair-Analyze and Diagnose
Performs a full range of preventative maintenance and repair duties related to law enforcement emergency vehicle equipment and accessories for all CDPS vehicles which includes CSP CBI DHSEM DFPC and DCJ vehicles. Through the GEMS (Government Efficiency Management System) this position also repairs CDOT DOC DONR and any other state agency vehicles. These vehicles are cars SUVs motorcycles vans light duty trucks with computerized fuel injected automotive gas electric hybrid and diesel-powered engines. Work performed includes inspecting analyzing and repairing defective or inoperable components related to emergency vehicles designed to operate at a high-performance level. These duties include preventative maintenance services drivability issues no start problems charging systems video camera system repairs wheels and tires exhaust and emission control systems speed timing devices supplemental restraint components (air bag) law enforcement emergency lighting systems and other parts related items as needed. Repairs are performed using a wide range of troubleshooting testing and diagnostic equipment. Accurately diagnoses defects malfunctions the causes of failure and determines the most practical method using the necessary diagnostic equipment and parts needed to repair CDPS vehicles and emergency equipment.

Administrative Data and Accountability
Completes work orders using flat-rate system for vehicle maintenance repairs and emergency equipment installation. Completes weekly work sheet and other administrative and CDPS Fleet Management Auto Shop duties as assigned. Develops and helps write detailed instructions for in-house manuals on up-fitting all vehicles produced by CDPS fleet Management auto shop to ensure consistency and to provide quality in the vehicle up-fitting process. Receives inspects and documents new vehicles upon delivery and maintains documentation of CDPS vehicles. Assists Vehicle Coordinator with the distribution of documents corresponding to CDPS vehicles.

Instructs/Coaches
Performs duties as part of a team that instructs and coaches co-workers in the proper and correct diagnosis inspection maintenance vehicle recovery and repair for a wide variety of CDPS emergency/law enforcement vehicles and all state vehicles. CDPS Fleet Management Auto Shop employs two Equipment Mechanic Is and this position must work with them and train them on light vehicle repairs. Provides instructional information to vehicle operators.

Vehicle Distribution Decommissioning and Misc. Duties
Participates as a member of the fleet operations team to provide information in the distribution of CDPS vehicles when issued to CDPS business units. These duties include training the vehicle operator on utilizing the new emergency equipment and the changes to the vehicle platform. Decommissions CDPS vehicles by removing emergency and safety equipment at the end of the vehicles lifecycle. Evaluates vehicles and equipment as vehicles are decommissioned. Recycles what is not reusable. Returns vehicles to State Fleet Management. Performs other misc. duties as assigned.

MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)

Option 1
Two (2) years of full-time experience in automotive maintenance which must include inspecting servicing and maintaining vehicles drivability fuel injection engine suspension transmission differentials electrical system (reading of wiring diagrams wiring layouts) and installation of emergency equipment.

Option 2
Satisfactory completion of a formalized apprenticeship program or higher level non-correspondence course work from an accredited vocational or technical school in automotive mechanics heavy equipment mechanics or auto body repair appropriate to the work assignment may substitute for the required experience on a year-for-year basis.
AND
One (1) year of full-time experience in automotive maintenance which must include inspecting servicing and maintaining vehicles drivability fuel injection engine suspension transmission differentials electrical system (reading of wiring diagrams wiring layouts) and installation of emergency equipment.

*At the agencys discretion demonstrated proficiency on position competencies may substitute for the required experience.

Preferred Qualifications and Competencies

  • Automotive Experience: A good understanding of automotive systems including engine transmission electrical and braking systems. Experience with specialized police equipment especially with lighting and equipment/systems. Proficiency in diagnostics and troubleshooting using modern diagnostic tools. Knowledge of vehicle upfitting including installing lights sirens radios computer systems and other specialized equipment.
  • Specialized Knowledge: Familiarity with police vehicle specifications and standards. Understanding of emergency vehicle systems and regulations.

  • Certifications: ASE (Automotive Service Excellence) certifications especially in relevant areas like electrical systems. EVT (Emergency Vehicle Technician) certifications.

  • Communication Skills: Strong verbal and written communication skills. Ability to communicate technical information to non-technical1 personnel. Ability to interact effectively with law enforcement personnel.

  • Problem-Solving Skills: Ability to identify and resolve complex technical and operational problems with strong decision-making skills.

  • Safety Consciousness: A strong commitment to safety in the workplace and knowledge of shop safety best practices.

  • Record Keeping: Ability to maintain accurate records of vehicle maintenance and repairs.

  • Integrity and Professionalism: Essential for working with law enforcement agencies.

  • Adaptability: The ability to adapt to changing technologies and requirements.

  • Customer Service: A commitment to providing high-quality service to law enforcement personnel.


Conditions of Employment

  • Requires successful completion of a background investigation that includes a polygraph exam a fingerprint based criminal history search reference checking.
  • Must be Colorado resident at the time of application.
  • Must have a valid Colorado drivers license. This position may be required to travel using a state vehicle across the state.
  • Must be able to handle or be exposed to hazardous material such as cleaning solutions gasoline diesel fuel as well as other hazardous materials.
  • Required to lift up to 50 lbs.
