Job Description

Job Title: Outreach and Engagement Program Manager

Location:Washington DC area; Hybrid

Clearance:Active Secret or Tier 3 (favorable adjudication)

Citizenship:US citizenship required

Exemption Status:Exempt

Position type:Full time.

Salary:$140000 - $250000 wage range. You will receive a competitive total rewards package that is applicable to the U.S. only. The salary range may vary based on years of relevant professional experience skillset education/certification and geographical location.

AttainX Inc. is seeking a dynamic and innovative Outreach and Engagement Program Manager (O&E PM) to lead the planning execution and continuous improvement of communications engagement and brand initiatives for Military Community and Family Policy (MC&FP) This individual will oversee O&E personnel drive campaign ideation and maintain strategic relationships with internal and external stakeholders. The ideal candidate will bring deep expertise in digital engagement public relations and high-visibility government communications.

Required: Qualifications and Education:

  • Bachelors degree in communications public relations (PR) marketing outreach and engagement (O&E) or related field.
  • 8 years in managing government corporate or marketing communications including stakeholder management and maintaining internal and external relationships.
  • 5 years in O&E leadership in brand and content development PR strategic planning and web/social media operations.
  • Experience providing support for large Department of Defense (DoD) contracts with a preference for MC&FP or related support activities.

Desired/Preferred: Qualifications and Education:

  • 5 years of experience with web content management system (CMS) UI/UX testing and curation and ad campaign management.
  • 5 years of experience developing targeted campaigns for a user base of one million or greater.
  • Possess a current Project Management Institute (PMI) Project Management Professional (PMP) certification or Defense Acquisition Workforce Improvement Act (DA WIA) Level III Program Management.

Job Duties:

Oversee day-to-day performance of all O&E-related tasks and personnel to include but not limited to:

    • Strategic integrated communications
    • Provide stakeholder affairs support
    • Provide strategic communications and analysis
    • Strategic communications research
    • Planning and program support
    • Brand management support
    • Brand platforms support
    • O&E documentation and data management
    • Analysis and reporting
    • Strategic communication execution and reporting
    • Performance metrics and web health monitoring
    • New media monitoring and analysis reporting
    • Website performance and user engagement reporting to include website and application testing support
    • ePublication and eNewsletter performance reporting and optimization to include development and management
    • Earned organize and paid media
    • Social media performance and reporting
    • Data collection and reporting tool
    • Content and creative services (CCS)
    • Content lifecycle management (planning development management control deployment preservation evaluation)
    • Section 508 content and product compliance and reporting
    • Creative services (imagery imagery approval branding podcasts)
    • Digital strategies support
    • Quality control
    • Service outage and interruption notifications
    • Tier 3 customer support
    • User experience (UX) research and design support
    • Search engine optimization (SEO)
    • O&E contingency operations
    • Social and web records program support
    • Media messaging program support
    • Digital and social media engagement
    • Live and virtual events
    • Social media video support
    • Third-party platform support
    • Social media content support
    • Evaluate and recommend strategic use of platforms and niches
    • Develop and implement campaign strategies

Drive campaign ideation development and implementation.

Act as the contractors point of contact (POC) for O&E matters and liaise with government stakeholders.

Lead efforts in content strategy PR branding and digital communications.

Manage schedule staff performance and innovation in outreach initiatives.
