Job Summary:
The Indigenous Consultant will provide expert guidance and support to the City of New Westminsters Crises Response Pilot Project focusing on addressing Indigenous dimensions of homelessness. This role involves assessing the current approach identifying gaps and opportunities for culturally safe and trauma-informed responses and supporting both frontline outreach and internal policy development. The consultant will also help build stronger relationships with Indigenous-led organizations support staff training and contribute to a long-term roadmap for preventing and addressing Indigenous homelessness.
Location: Vancouver British Columbia Canada
Responsibilities:
- Review project materials and relevant City plans to understand the New Westminster context.
- Identify limitations vulnerabilities and gaps within the Pilot project related to Indigenous experiences of homelessness.
- Support the City in developing a framework for engagement with Indigenous-serving organizations and housing providers.
- Provide support to the Crises Response Team (CRT) through meeting attendance and contributions to training and awareness.
- Help develop policies procedures and learning recommendations related to cultural sensitivity and trauma-informed practice.
- Develop a roadmap for future work to prevent and address Indigenous homelessness using cultural appropriateness and trauma-informed practice lenses.
- Prepare a summary report on gaps and opportunities for continuous learning.
- Attend weekly in-person meetings.
Required Skills & Certifications:
- Indigenous Identity & Experience: Must be Indigenous or Indigenous-led.
- Strong understanding of colonial impacts and urban Indigenous homelessness.
- Expertise in Indigenous Homelessness.
- Knowledge of culturally appropriate housing and support models.
- Experience with Indigenous-serving organizations.
- Policy & Systems Knowledge: Experience advising on trauma-informed and culturally safe policies.
- Familiarity with municipal government roles in housing/homelessness.
- Facilitation & Engagement Skills: Skilled in building relationships and trust with Indigenous communities.
- Experience leading workshops and engagement sessions.
- Experience in community engagement including developing frameworks for engagement.
- Analytical & Strategic Capacity: Ability to assess needs review policies and identify service gaps.
- Experience creating strategic roadmaps or frameworks.
- Metro Vancouver Context: Knowledge of local Indigenous communities and service landscape.
- Availability for regular in-person meetings.
- Commitment to Long-Term Reflective Work: Willing to engage in multi-year iterative work ().
