The Accounts Receivable Billing Finance Specialist 2 performs a full range of duties works independently applies well-developed subject knowledge and exercises judgment and initiative. This position is responsible for conducting all billing duties for multiple payors which may include Medicare Medicaid Commercial Specialty payors and self-pay clients. This position provides technical and billing assistance to clinical and billing teams. The Finance Specialist 2 primary objective is to maximize revenues and ensure compliance with Payor County State and Federal guidelines rules and regulations.
As the Finance Specialist 2 you will:
Follow up on charges denials payments credits and refunds for various payors
Manage assigned work queues including charge review credit claim edit follow-up guarantor remittance and retro review
Update insurance coverage and report denial trends to leadership
Assist the billing team with routine issues questions and escalations
Support billing specialists with learnings related to clinical documentation coding claim submission regulatory guidance and workflow creation/maintenance
Grant and maintain Medical Billing staff access to insurance company websites for eligibility and claim status information
Provide training and reference materials to clinic staff on Check-in processes and insurance entry
Alert clinic staff of payor changes that may impact clinic workflows or practices
Provide technical assistance to clinics including voiding/redistributing payments merging guarantor accounts transferring visits refunding clients/3rd party payors and clarifying charges
Evaluate and administratively write off outstanding patient account balances
Review and resolve patient billing inquiries including self-pay credits applying charges and processing refunds
Verify the correct application of the sliding fee discount schedule on patient self-pay balances and assist with escalated patient calls

Minimum Qualifications/Transferable Skills*:
Equivalent to a Bachelors Degree from an accredited college or university with major course work in accounting finance or a related field
Three years of progressively responsible accounting or fiscal management experience or an equivalent combination of education and experience
This position requires a working knowledge of Medicare Medicaid Commercial and Specialty payors and reimbursement processes; working knowledge of medical terminology or familiarity with Current Procedural Terminology/(CPT) dental procedure codes (CDT) and International Classification of Diagnosis (ICD10) codes; and working knowledge of Epic Resolute.

Schedule: Monday to Friday 8:00 AM - 4:30 PM
Routine Telework: This position is designated as routine telework meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is the Gladys McCoy Building located at 619 NW 6th Ave. Portland OR 97209.
Serving the Public Even During Disasters:
Everyday Multnomah County staff work together to serve as a safety net for our communities. During a disaster this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather natural disaster or other types of community emergency response. During these emergency responses while typically there begins with a call for volunteers county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
