Job Description

Join the ICF team and make a difference! Our growing Disaster Management Division makes BIG things happen every day. ICFs Disaster Management Division works with government agencies and communities to design and implement policies and programs to promote increased resilience to disasters and to support long-term housing economic impacts and infrastructure recovery after disaster strikes.

ICF is seeking Licensed Insurance Adjusters to assist the State of Florida with managing federal disaster recovery grant programs and carrying out strategic high-impact activities to rebuild housing strengthen communities and mitigate future disaster risks.

This is a full-time position with deployment-based fieldwork and remote work flexibility. Candidates must be willing to travel to disaster-impacted areas and conduct on-site inspections.

You will be responsible for providing field-based damage assessments scopes of work and estimated cost of repair documents.


Key Responsibilities:
Conduct on-site property inspections to assess disaster-related damage and develop detailed scopes of work.
Utilize Xactimate or similar software to create accurate cost estimates for repairs rehabilitation or reconstruction.
Collaborate with homeowners contractors and program staff to ensure scopes align with program guidelines and local building codes.
Conduct pre-bid walkthroughs pre-construction meetings and milestone inspections to verify progress and quality.
Analyze damage reports prior repairs and insurance documentation to determine eligibility and cost reasonableness.
Incorporate environmental and regulatory requirements (e.g. lead-based paint asbestos mold Section 106) into assessments.
Provide claims analysis and support applicants through the documentation and eligibility process.
Maintain detailed records and documentation in compliance with federal and programmatic standards.
Serve as a field liaison during active construction phases ensuring compliance and resolving issues as needed.
Other tasks as assigned.


Basic Qualifications:
Active insurance adjuster license (multi-state preferred).
3 years of experience in property damage adjusting claims analysis or construction damage assessments.
Proficiency with Xactimate for scope development and cost estimating.
Strong knowledge of residential construction building codes (IRC/IBC/Florida Building Code)


Preferred Qualifications:
Bachelors degree in Construction Management Engineering Architecture or related field.
Experience with CDBG-DR/CDBG-MIT housing programs.
Certified National Flood Insurance Adjuster.
Experience with flood/fire loss mediation or arbitration.
Familiarity with FEMA Recovery regulations and rebuilding processes.
HQS/NSPIRE Inspector certification (preferred but not required).


Professional Skills:
Strong analytical organizational and time management skills.
Proficiency in Microsoft Office Suite and mobile data collection tools.
Ability to manage multiple cases and deadlines with empathy and professionalism.
Self-motivated and capable of working independently or in a team environment.

Pay Range - There are multiple factors that are considered in determining final pay for a position including but not limited to relevant work experience skills certifications and competencies that align to the specified role geographic location education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$66701.00 - $113391.00
