The Opportunity:
Are you a meticulous and empathetic professional with a passion for fairness and workplace integrity Are you able to juggle multiple priorities simultaneously Multnomah County is seeking a dedicated Workplace Investigator to join our team.
In this critical role you will be responsible for conducting thorough impartial and timely investigations into complex workplace complaints including allegations of discrimination harassment and other policy violations. Youll play a vital part in upholding our commitment to a respectful and equitable work environment for all employees.
What Youll Do:
Conduct comprehensive intake interviews with reporting parties to clarify concerns and gather initial information
Develop detailed investigation plans identifying scope relevant evidence and potential witnesses
Execute fair and unbiased investigations including interviewing witnesses collecting and analyzing evidence and maintaining meticulous documentation
Apply critical thinking and strong analytical skills to assess credibility reconcile conflicting information and draw objective conclusions
Prepare clear concise and defensible investigation reports outlining findings analysis and conclusions
Collaborate with stakeholders to ensure compliance with County policies and legal obligations
Regularly communicate with complainants respondents HR staff and department leadership on the status of investigations and present final case findings
Build relationships with Central HR department HR business partners and managers to increase knowledge and capacity of the Countys complaints and investigation process and best practices
Exhibit the highest level of integrity and professional standards at all times
What Youll Bring:
Proven experience in conducting workplace investigations using trauma informed practices preferably involving protected class complaints (e.g. discrimination harassment)
Strong understanding of employment laws and regulations (e.g. Title VII ADA state/local anti-discrimination laws)
Exceptional interviewing and active listening skills with the ability to navigate sensitive topics with empathy and professionalism
Superior analytical and critical thinking abilities to assess complex information and synthesize findings
Excellent written communication skills for drafting clear objective and comprehensive reports
Unwavering commitment to impartiality fairness and confidentiality
Ability to manage multiple investigations simultaneously and prioritize effectively in a dynamic environment
This is a Limited Duration Assignment that is expected to last a year or more; although Limited Duration Assignments may end at any time. Limited Duration Assignments can be no longer than two years in duration.

Minimum Qualifications/Transferable Skills*:
Bachelors Degree or equivalent years of experience
3 years of experience in conducting investigations of discrimination harassment retaliation employee misconduct or sexual misconduct complaints in a complex environment
Experience in conducting trauma informed investigations including best practices and strategies that support safety and trust
Strong oral and written communication skills including experience preparing clear concise and comprehensive reports
High level of integrity detail thoroughness and accuracy
Preferred Qualifications/Transferable Skills*: You do not need to have the following preferred qualifications/transferable skills to qualify. However keep in mind we may consider some or all of the following when identifying the most qualified candidates. Investigation Certificate (AWI-CH etc) and/or a professional HR Certificate (SHRM-SCP PHR etc)
Experience in a unionized or public sector environment
Experience in applying conflict resolution practices to manage dynamic and challenging conversations
Ability to navigate a political environment with a high level of savviness

This recruitment may be used to fill full-time part-time temporary limited duration and on-call positions.
Type of Position: This is a salary non-represented position that is not eligible for overtime.
Routine Telework: This position is designated as routine telework meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is Multnomah Building: 501 SE Hawthorne Blvd. Portland OR 97214.
Schedule: Monday - Friday; there may be some flexibility with scheduling and daily start and end times.
