Title: Hazardous Materials Subject Matter Expert

Location: Washington D.C.

Security Clearance: Moderate Background Investigation (MBI)

Schedule: Due to the nature of law enforcement work and operation position may require occasional support outside of core working hours as well as intermittent weekend support mission dependent.

Job Summary:

The Hazardous Materials (HAZMAT) Subject Matter Expert (SME) will investigate hazardous material violations and support the civil penalty program. They will determine whether mailers (individual and business) have violated Postal Service policies regarding the shipping of HAZMAT and recommend courses of action such as a civil penalty notice or letter of demand. The SME will assist the USPIS HAZMAT team in making mailability determinations by referencing Safety Data Sheets Publication 52 Hazardous Restricted and Perishable Mail and the International Mail Manual (IMM).

The SME will also assist with the development of hazardous materials / dangerous goods training provide technical guidance for USPS HAZMAT improvement initiatives serve as liaison to other federal agencies private industry and international groups on HAZMAT related mail issues and support the HAZMAT Program Manager with other related assignments.

Essential Functions and Responsibilities:

  • Compliance & Enforcement - Assess whether mailers individuals or businesses have violated Postal Service policies regarding the shipping of HAZMAT and recommend courses of action such as civil penalty notices or letters of demand.
  • Program Support - Develop agency-wide procedures to minimize safety risks associated with mail containing hazardous materials and integrate those procedures with appropriate postal stakeholders. Monitor procedures and systems designed to evaluate the effectiveness of activities in support of HAZMAT program objectives. Prepare summaries and project reports on HAZMAT in the mail. Plan and coordinate national projects associated with the HAZMAT Program. Evaluate contract proposals related to the HAZMAT program.
  • Technical Advisor - Provide technical guidance to customers and employees regarding HAZMAT shipping policies and procedures. Research and provide expertise on critical issues pertaining to hazardous materials in the mail. Evaluate internal process enhancement proposals related to the HAZMAT program. Prepare summaries and project reports on HAZMAT in the mail. Assist in the development of training courses and reference materials for the HAZMAT program.
  • Collaboration/Coordination - Collaborate and develop partnerships with internal stakeholders to effectively combat the inappropriate use of the US mail (intentional or unintentional) for the transportation of HAZMAT. Coordinate with Dangerous Mail Investigations on issues (international and domestic) related to hazardous materials in the mail. Serve as a liaison to federal agencies private industry and international groups on matters pertaining to hazardous materials in the mail.

Minimum Qualifications & Skills:

  • Experience supporting civil and criminal investigations.
  • An adept knowledge of the rules and regulations regarding the transportation of hazardous restricted and perishable materials to include USPS policies.
  • Experience using Postal Service reference materials to include publications (Publication 52 the IMM Postal Operations Manual etc.) standard operating procedures and visual aids.
  • Ability to communicate orally with internal and external stakeholders.
  • Ability to communicate in writing sufficient to prepare professional correspondence referencing highly technical HAZMAT regulations.
  • Ability to coordinate with other regulatory and enforcement agencies to ensure public safety and compliance with hazardous material statutes.
  • Experience assisting in the development of civil and/or criminal cases and preparing casework for presentation to the appropriate authority.
  • General knowledge of how the Department of Transportation (DOT) 49 CFR Hazardous Materials Regulations and the International Aviation Transportation Association (IATA) regulations align with USPS policy.
  • Ability to prepare professional correspondence as it relates to the civil penalty notices or letter of demands for individuals or businesses in violation of 39 USC 3018 and 18 USC 1716.

  • Must be a U.S Citizen or Legal Permanent Resident.
  • Favorable credit check for all cleared positions
  • Successfully passing a background investigation including drug screening.

  • Standing/Walking/Mobility: Must have mobility to attend meetings with other managers and employees. Standing for prolonged and extended periods of time.
  • Climbing/Stooping/Kneeling: 0% - 10% of the time.
  • Lifting/Pulling/Pushing: 0% - 10% of the time.
  • Fingering/Grasping/Feeling: Must be able to write type and use a telephone system 100% of the time.
  • Sitting: Sitting for prolonged and extended periods of time.
