POSITION DUTIES

The Maryland Childrens Health Program (MCHP) within the Howard County Health Department determines eligibility for MCHP. This position is required to review and verify medical assistance data for accuracy completeness and compliance with State and federal regulations by applying appropriate Medical Care Program regulations policies and procedures. Reviews and determines client eligibility for Maryland Childrens Health Program (MCHP) and Medical Assistance for Families (FAC). Activities include data entry and interaction with internal and external clients.

This position is eligible for hybrid telework.

65%Data Verification: Performs clearances and conducts screening process on Medical Care Program (MCP) new applications and re-determinations according to the guidelines of the MCP program manual and COMAR regulations. Systems and databases to be utilized for clearances include the Medicaid Management Information System (MMIS); Unemployment Insurance System (BEACON); the State Verification Exchange System (SVES); and most recently (Maryland Health Connection) MHC system. Enter codes and maintain data into automated information systems.

15%Administrative/Program Support: Support Program Supervisor in mailing necessary correspondence and follow-up phones calls to client as needed. Log daily completed into internal MCP access Database.

15%Customer Service: With direction from Program Supervisor respond to client inquiries by phone and in person including clients who arrive without an appointment and those who come during designated walk-in hours. Educate participants about MD Medicaid program benefits and navigation of the system of care utilizing knowledge of federal and state regulations and policies.

5%Other Duties as Assigned: Possess a broad understanding of HCHD services and can refer to other programs. Participates in necessary drills and exercises responds to emergencies as appropriate keeps abreast of policies and procedures in the program bureau and department. Completes all required trainings. Participates in quality improvement efforts within the program.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of clerical experience applying policies in a medical care health insurance or federal or State entitlement program.

Notes:

1. Candidates may substitute additional general clerical experienceon a year-for-year basis for the required education.

2. Candidates may substitute thirty credit hours from an accredited college or universityfor the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired qualifications:
  • Bilingual in Spanish
  • Experience/knowledge of Medicaid Affordable Care Act (ACA) and Managed Care Organizations (MCO).
  • Experience with customer service in a health setting.
  • Experience/knowledge of the Maryland Health Benefits Exchange (HBX).
  • Experience applying policies health insurance or federal or state entitlement program.
  • Extensive experience and knowledge using Microsoft Word Excel PowerPoint and Outlook.
