We are looking for a Public Procurement Expert to support the Directorate-General for Informatics (DIGIT) of the European Commission. The selected consultant will assist clients throughout the procurement process ensuring compliance with all applicable standards workflows and templates.
Tasks
- Support clients in selecting the appropriate procurement instrument
- Assist in drafting and reviewing technical specifications and related documents
- Coordinate with DIGIT stakeholders for the publication of calls for tenders
- Provide support during the Q&A phase of the tendering process
- Guide clients through the evaluation phase using templates and tailored explanations
- Draft evaluation reports and award decisions
- Report on evaluation progress and escalate potential issues
- Capture lessons learned and propose improvements to future procedures
- Contribute to DIGITs procurement strategy and help shape the catalogue of procurement tools
Requirements
- Citizenship of an EU Member State (mandatory requirement)
- At least 6 years of experience in EU public procurement including technical and legal knowledge
- At least 3 years of proven experience in Digital Transformation projects related to public procurement
- At least 3 years of experience disseminating best practices (e.g. through presentations workshops or training sessions)
- At least one certification in public procurement (e.g. from the European Institute of Public Administration)
- Education level: Masters degree
