What Youll Do:
You will support efforts to improve data quality completeness timeliness and accuracy by gaining deep understanding of the current Prepaid Medical Management Information System (PMMIS) identifying barriers and implementing solutions. Youll also work directly with users peers other technical staff Agency management and other staff to understand the PMMIS system and business user needs. As the Senior Hawaii Encounter Analyst you will also work closely with the Business Intelligence (BI) unit to make sure any changes to the PMMIS are reflected in the data warehouse and reporting tools. The Senior Analyst may also be asked to respond to requests for entities external to the Agency and oversee and train other business analysts.
Major duties and responsibilities include but are not limited to:
Serves as the subject matter expert and trainer to all staff that interact with PMMIS. Maintain up-to-date knowledge of the business area being worked upon and continue reviewing how that business function interacts with the other business functions that form the entire business process.
Conduct root cause analyses to identify barriers preventing data quality completeness in the PMMIS by researching and documenting edit logic analyzing reference tables and interviewing business users; implement solutions that fit the needs of the business users and current infrastructure.
Assist non-senior business analysts with technical tasks. Perform complex analysis of PMMIS using mainframe systems and BI tools to access data warehouse often interacting with other technical teams.
Oversee and provide direction to non-senior business analysts. This includes reviewing and providing guidance to staff on their work products leading the team in data quality investigations and managing the implementation of solutions.
Work with team members to develop and/or modify data extracts to understand volume of data quality issues and identify trends.
Work with external data submitters to implement and test changes to data submission standards and processes.
Attends meetings/seminars within and outside the Agency with regard to responsibilities regarding data submission and quality.
Knowledge:
Computer programming methodologies
Technical knowledge of Agency business needs operations and dependencies Skill- Medicaid/Medicare care programs and services
SQL or other database query language
Skills:
Basic development processes including complete life cycle systems design analysis and testing procedures
Verbal and written communications
Abilities:
Build strong relationships inside and outside the organization
High level of independent thinking
Navigate Complex Issues and Develop Solutions
Minimum:
Bachelors Degree and/or 10 years of experience in business analysis (or equivalent experience).
Preferred:
Experience with broad based IT systems claims processing systems Medicaid and/or Medicare (PMI certification Scrum Master Lean or Six-sigma certification a plus).
Successfully pass fingerprint background check prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agencys ability to reasonably accommodate any restrictions.
Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R.12.)
