Why do I see two salary ranges

Job Summary
The Arborist I performs skilled tree work in the City of Greeleys urban forestry program. Areas of focus include plant health care insect and disease control programs scheduled inspections and problem diagnosis/treatment.
Experience Knowledge Skills
Minimum Requirements
High School Diploma.
One (1) year of experience in urban tree care with focus on current arboricultural practices; or equivalent combination of education and experience.
One (1) year experience in the application of pesticides in turf and ornamental categories for the control of common insect disease and/or weed control pests.
CPR/First Aid current certification
OR
Any combination of related education experience certifications and licenses that will result in a candidate successfully performing the essential functions of the job
AND
Possession of a valid drivers license
Preferred
International Society of Arboriculture (ISA) Certified Arborist certification.
Knowledge Skills and Abilities
Knowledge of arboricultural practices and proper tree maintenance and management including the American National Standard Institute Z133.1 Safety Requirements for Arboricultural Operations and the A-300 Tree Shrub and other Woody Plant Management-Standard Practices.
Ability to incorporate knots hitches and mechanical rope devices into technical climbing and rigging situations including cranes.
Proficient operation of chain saw aerial lift truck mini loader tractor skid-steer pickup truck trucks with trailer tree spade brush chipper and stump grinder.
Knowledge of local tree species common tree diseases treatments and mitigation.
Adequate experience in traffic control situations ability to assess and coordinate traffic control needs in a standardized manner.
Ability to resolve conflicts utilizing various problem-solving techniques. Strong interpersonal and public relations skills both written and verbal.
Ability to be flexible to work additional hours in situations when resources are needed.
Ability to meet Program goals establish a cooperative working relationship with other employees departments/divisions and the general public.
Ability to maintain and access accurate records.
Possess strong written and verbal communication skills.
Ability to interact effectively with upset citizens.
Ability to operate hand tools power tools light trucks and tractors.
Ability to follow both verbal and written instructions.
Ability to work independently as well as with others.
Ability to follow established safety policies and practices.
Travel
Approximately 10% flexible local travel required.
Essential Functions
Operates and maintains equipment such as tree spade brush chipper log loader stump grinder backhoe loader mini-loader chain saws traffic attenuator and aerial lift.
Plants trees according to industry standard specifications.
Applies pesticides throughout the season for disease insect and weed control.
Provides information to both internal and external customers relative to arboricultural practices.
Performs 24-hour emergency storm response and snow removal duties in coordination within the Culture Parks and Recreation Department.
Maintain a clean safe and organized working environment
Performs other duties as assigned.

Work Environment
Perform strenuous labor in all types of weather.
Exposure to a variety of hazards such as proximity to moving mechanical parts moving vehicles electrical current working on scaffolding and high places chemicals; exposure to noise and vibration.
Exposure to high vehicle traffic situations on or adjacent to roadways inside traffic control zones.
Exposure to temperatures above 90 or below 32 degrees for more than one hour.
Will be required to work at heights over 20 feet.
Work hours may extend beyond 8 hours per day/40 hours per week on occasion; work hours may occasionally begin prior to 6:00 am or extend past 4:30 pm.
Physical Requirements
Makes repetitive and substantial movements (motions) of the wrists hands and/or fingers to operate tools vehicles and equipment.
Must be able to perceive the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication and to make the discriminations in sound.
Flexible enough to bend twist and reach as to load and unload equipment supplies and tools.
Ability to move over rough uneven and rocky surfaces in performance of grounds maintenance or inspections.
Exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently and/or up to 20 pounds of force constantly to move objects
