JOB SUMMARY

Reporting to the Director of Facilities Maintenance and Operations the Manager Property Technology & Assets oversees planning integration and performance of CHEOs base building systems and supporting technologies across the facility lifecycle from design and construction to commissioning handover and operational readiness.

This leadership role ensures that core base building systemsincluding mechanical electrical fire and life safety plumbing architectural and digital platformsare aligned maintained and optimized. The Manager leads the enhancement of asset management tools (e.g. CMMS) maintains the asset registry and delivers business intelligence reporting to support data-driven operations capital planning and compliance readiness. Working cross-functionally the Manager supports commissioning compliance readiness lifecycle renewal strategies and asset-based service planning.

This is a full-time on-site position based in Ottawa.

POSITION SUMMARY

Base Building Standards and Systems Leadership:

  • Develop and enforce base-building standards design guidelines operational frameworks for mechanical electrical and plumbing (MEP) systems including BAS/BMS HVAC Fire and Life Safety access controls elevators isolation rooms and other core infrastructure.

  • Monitor emerging technology trends and ensure alignment with organizational goals and regulatory requirements.

  • Conduct facility condition audits and site assessments establish controls to ensure compliance with relevant regulations industry standards and best practices.

  • Maintain up to date as-built documentation single-line diagrams and O&M manuals to support planning troubleshooting and compliance efforts.

Capital Project Support and Commissioning:

  • Analyze trends forecast replacement needs and contribute to capital planning processes.

  • Act as Subject Matter Expert throughout project design construction and commissioning supporting progressive design reviews (33% 66% 99% and 100%) and ensuring compliance with base building standards and manual.

  • Provide full life cycle support to the project team craft requirements participate in RFX/BID guide contractors/consultants and remediate complex problems.

  • Collaborate with internal teams to lead commissioning and handover to ensure systems readiness reliability scalability and user adoption.

  • Contribute to compliance verification and occupancy readiness by aligning system delivery with regulatory and operational benchmarks.

Operations Maintenance and Reliability:

  • Coordinate readiness documentation system manuals and technical onboarding of operations staff. Manage as-built documentation ensuring accurate drawings and system records.

  • Provide asset-level data insights to support preventive maintenance planning and compliance verification. Coordinate with responsible supervisors and managers for implementation.

  • Act as technical liaison across departments ensuring system readiness and support during onboarding.

  • Develop and deliver training programs to ensure staff can use technology systems effectively perform maintenance meet compliance and interpret operational data.

  • Lead change management efforts and coordinate compliance-related activities alongside designated managers and teams.

Asset Management and Business Intelligence

  • Own the asset registry and ensure all systems are accurately recorded and maintained across all facility systems.

  • Manage asset lifecycle tools (e.g. CMMS) including ongoing configuration standardization and reporting of work orders and service request tools.

  • Generate and deliver business intelligence (BI) dashboards SLA reports and capital forecasting inputs that support long-term asset strategy.

  • Align asset insights with capital planning maintenance schedules and organizational priorities.

Innovation and System Optimization:

  • Lead evaluation deployment and integration of new technologies and innovations and contribute to the roadmap development.

  • Ensure all building systems are current secure and operating efficiently. Coordinate upgrades to system applications as required.

  • Oversee lifecycle and retro-commissioning strategies to improve operational efficiency and reduce long-term costs.

  • Develop and enforce data management protocols to maintain data integrity.

  • Oversee system acquisition deployment integration and maintenance ensuring continuity between data reports and supporting infrastructure.

  • Analyze operational data translate findings into actionable insights and present a roadmap to leadership to support decision making and continuous improvements.

Vendor and Stakeholder Management:

  • Collaborate with OEMs consultants contractors and service providers to develop solution architectures and technical requirements ensuring high-quality service delivery and responsive support.

  • Partner with the facility IT IPAC and clinical operation teams to ensure systems alignment with operational needs and KPIs.

  • Manage procurement activities including negotiating master service agreements and managing vendor relationships for the standardized systems while ensuring compliance with CHEO policies.

  • Manage vendor performance ensuring adherence to service contracts response expectations and technical specifications.

  • Support compliance and incident tracking in collaboration with internal partners.

Leadership & Team Development:

  • Lead assigned facility operations initiatives and manage associated budgets to ensure timely on-budget delivery.

  • Hire supervise coach and conduct performance evaluations for technical staff while fostering a culture of safety collaboration and continuous improvement.

  • Promote staff development compliance readiness and interdepartmental communication.

  • Foster a collaborative and accountable team culture aligned with CHEO values.

QUALIFICATIONS

  • Level 1 Criminal Record Check and remain compliant (Essential)

  • Bachelors degree in engineering technology project management or related fields. (Essential)

  • Minimum five (5) years of progressive experience in property technology consulting building systems or facility operations. (Essential)

  • Professional Engineer (PEng) Facilities Management Professional (FMP) or Project Management Professional (PMP) accreditation (Preferred)

  • Experience in translating documenting and presenting complex technical requirements and standard operating procedures.(Essential)

  • Proficiency in Microsoft Office collaboration/project management and presentation tools (Essential)

  • Experience in translating documenting and presenting complex technical requirements and standard operating procedures (Essential)

  • Experience with CMMS (Computerized Maintenance Management System) asset management platforms and data-driven maintenance planning (Preferred)

RESUME DES FONCTIONS
Relevant de la direction Oprations dentretien des installations la ou le gestionnaire Technologies immobilires et gestion des actifs supervise la planification lintgration et le rendement des systmes de base du btiment du CHEO ainsi que les technologies de soutien tout au long du cycle de vie des installations depuis la conception et la construction jusqu la mise en service le transfert et la prparation oprationnelle.

Ce rle de leadership permet de sassurer que les systmes de base du btiment y compris les systmes mcaniques lectriques de scurit-incendie et de protection des personnes et de plomberie ainsi que les composantes architecturales et les plateformes numriques sont harmoniss entretenus et optimiss. La ou le gestionnaire dirige lamlioration des outils de gestion des actifs (. le SIGE) tient jour le registre des actifs et produit des rapports de veille stratgique pour appuyer les oprations axes sur les donnes la planification des immobilisations et la prparation en matire de conformit. Dans le cadre de son travail interfonctionnel la ou le gestionnaire appuie la mise en service la prparation la conformit les stratgies de renouvellement des actifs et la planification des services axs sur les actifs.
