Job Description

As Pittsburghs largest non-profit developer ACTION-Housing exists to help people improve their lives by offering quality affordable housing. We pride ourselves on helping all of our clients to achieve more self-sufficient lives. Since 1957 weve assisted a wide array of populations throughout Southwestern Pennsylvania focusing on those generally underserved by traditional services including senior citizens veterans individuals with physical and/or intellectual disabilities individuals on the autism spectrum and youths who have aged out of foster care.

To further our mission we are looking for a Chief Financial Officer.

POSITION OVERVIEW:
The Chief Financial Officer (CFO) is responsible for overseeing all financial operations of ACTION-Housing ensuring fiscal sustainability compliance and strategic financial planning. This role serves as a key member of the executive team advisor to the CEO and senior leadership providing financial oversight and direction that drive a strong and sustainable financial position and mission-aligned decision-making. The CFO will also serve as an advisor to the Board via the Finance and Audit Committees. The CFO will also manage relationships with external financial partners and stakeholders including banks lenders auditors funders and regulatory agencies.
ESSENTIAL FUNCTIONS:
Strategic Financial Leadership
  • Develop and implement financial strategies that align with ACTION-Housings mission financial strength and long-term sustainability goals.
  • Provide financial analysis and forecasting to support strategic planning and organizational growth.
  • Monitor external economic social and regulatory conditions that may impact financial operations and adjust strategies accordingly.
Financial Management and Compliance
  • Oversee financial reporting ensuring accuracy and compliance with nonprofit accounting standards (GAAP) and ensure alignment with all tax law including protecting ACTIONs 501c3 tax exemption.
  • Manage cash flow projections and financing strategies to support operational needs.
  • Ensure timely preparation of financial statements audits and tax filings in coordination with external CPA firms.
  • Maintain strong internal controls and risk management practices.
Budgeting and Investment Oversight
  • Lead the annual budgeting process collaborating with department heads to align financial planning with programmatic goals.
  • Track and analyze financial performance across all divisions providing actionable insights to leadership.
  • Manage ACTION-Housings investment portfolio in accordance with Finance & Audit Committee policies.
Stakeholder Engagement and Leadership
  • Serve as a financial advisor to the Board of Directors and Finance & Audit Committee.
  • Cultivate and maintain relationships with banks and lenders to ensure adequate funding for strategic initiatives.
  • Represent ACTION-Housing in financial discussions with external partners including investors and public officials.
Team Technology and Operational Management
  • Supervise finance and accounting staff fostering a culture of accountability and professional development.
  • Lead process improvements to enhance financial reporting and operational effectiveness.
  • Lead and manage technology investments policies and contract vendors. Assess create and implement streamlined solutions to support operational effectiveness and provide timely and accurate reporting reimbursements etc.
Contract Affairs and Banking Oversight
  • Coordinate matters with General Counsel including contracts intellectual property grant agreements and other matters as appropriate.
  • Create and sustain productive vendor banking and contractual relationships and serve as primary liaison with related third parties.
  • Evaluate and oversee risk management and insurance issues.
EDUCATION AND EXPERIENCE:
  • Bachelors degree in accounting finance or related field required; masters degree and/or CPA preferred.
  • Minimum of 10 years in financial management with at least 5 years in a senior leadership role and 7 years of supervisory experience.
  • Experience in real estate development property management and/or the affordable housing industry preferred.
  • Ability to manage complexity proven skill in relationship management and mentorship strong analytical abilities proficiency in financial software (Excel Yardi Blackbaud NXT as preferred examples) and excellent communication skills.
WORK ENVIRONMENT AND PHYSICAL DEMANDS:
  • General office environment.
  • Physical strength to manipulate light to medium weight materials weighing 10 to 15 pounds on a regular basis.
  • Work is conducted in a typical office environment with temperature control and natural and artificial light.
