Description

HeartShare is seeking a strategic and results-driven Executive Vice President (EVP) to provide visionary leadership and operational oversight for its portfolio of programs serving individuals with developmental disabilities. Reporting directly to the Chief Program Officer the EVP is a key senior executive accountable for the financial performance strategic development and regulatory compliance of Heartshares developmental disability programs. The EVP will drive efforts to stabilize and optimize residential operationsincluding IRAs ICFs and supportive housingwhile ensuring the delivery of high-quality person-centered services. This position requires strong data fluency budgetary oversight experience and a track record of driving operational improvements in complex service environments.

The EVP serves as a core member of Heartshares DD Directors Group DD Managers Group and the Heartshare Leadership Council contributing to agency-wide planning and cross-functional collaboration.

Primary Responsibilities and Essential Functions of the Position

Strategic Leadership and Oversight

  • Partner with the Chief Program Officer and other executive leaders to set the strategic direction for DD Services with a strong focus on stabilizing and strengthening residential programs including Supervised IRAs Supportive IRAs and ICFs.
  • Lead efforts to improve program performance by using data to drive decision-making across residential day habilitation employment and other services.
  • Build divisional leadership capacity around data fluency reporting accuracy and financial accountability; support directors and managers in understanding and responding to key performance indicators.
  • Represent the agency with OPWDD CCOs and provider networks; maintain strong working relationships with regional and state partners families and advocates.
  • Identify and pursue opportunities for program innovation funding diversification and improved outcomes.
  • Supervise senior staff and contribute to a culture of transparency accountability and continuous improvement.
  • Maintain a high level of responsiveness to the diverse cultural and linguistic needs of individuals and families supported by Heartshare.

Residential Operations

  • Oversee and support senior leaders in managing day-to-day operations that prioritize service excellence person-centered care and long-term financial sustainability.
  • Directly manage residential budgets staffing models occupancy rates and financial reporting identifying opportunities for cost containment and improved resource use.
  • Ensure program compliance with OPWDD regulations Medicaid billing requirements HCBS waiver standards and Justice Center oversight.
  • Prepare for and lead external audits and site visits including OPWDD reviews accreditation surveys (e.g. CQL CARF) and other compliance inspections.
  • Utilize data to inform planning service delivery and management across all programs.

Other duties as assigned by the Chief Program Officer and/or President and CEO.

These job duties may be amended as needed to reflect evolving agency priorities or program requirements.

Qualifications

  • Bachelors degree in human services or masters degree in human services Public Administration Health Policy or related field (preferred).
  • 10 years in senior executive roles in the I/DD field with a demonstrated record of improving financial and operational performance.
  • Deep expertise in OPWDD regulations Medicaid rate structures and residential reimbursement methodologies (e.g. ICF Supervised IRA HCBS Waiver).
  • Proven experience in managing and optimizing multi-million-dollar program budgets and staffing models.
  • Strong grasp of data systems and performance metrics; able to use analytics to guide decision-making.
  • Experience with Day Habilitation and Employment Services preferred.
  • Familiarity with CARF/CQL and continuous quality improvement frameworks.
  • Proficiency with Paycom NetSuite or other HRIS/ERP systems is a plus.
