Job Description

Position Summary

The Investigative Analyst is a newly created role within the Law Departments Code & Public Nuisance Litigation Unit. The analyst will support enforcement efforts by investigating violators of The Philadelphia Code as identified and cited by various City departments. Responsibilities include conducting complex research and analysis responding to internal records requests conducting interviews and preparing documents for court filings.

The analyst will also utilize City databases and systems to identify patterns links and repeat violators. Additionally the role involves maintaining statistical data and generating reports to support the Units litigation and strategy. This position requires strong critical and innovative thinking attention to detail time management analytical abilities and excellent written communication skills.

All Unit members are expected to work collaboratively with other members of the Unit colleagues in the Law Department and with colleagues in other City departments as well as the judiciary in a manner that reflects the Law Departments focus on maintaining a professional collegial and inclusive environment.

Essential Functions

In addition to the Position Summary responsibilities include but are not limited to:

  • Conducting factual research.
  • Contacting other agencies or citizens to obtain information.
  • Evaluating information to determine reliability and credibility.
  • Drafting documents including but not limited to subpoenas information requests and affidavits of good-faith investigation.
  • Preparing and analyzing statistical reports.
  • Participating in meetings with clients stakeholders and opposing counsel.
  • Appearing in court and at administrative proceedings as a government witness to present testimony and evidence.

  • Ability to analyze large amounts of information determine relevant facts and propose viable solutions.
  • Ability to use logic and methods to solve problems probe resources for answers identify problems and provide analysis.
  • Ability to communicate information and ideas in writing so others will understand.
  • Excellent research and writing skills.
  • Strong analytical and problem-solving skills with a demonstrated ability to identify and analyze legal issues within complex fact patterns.
  • Ability to organize and maintain a relatively high-volume workload.
  • Ability to prioritize manage time and adhere to deadlines.
  • Ability to work independently.
  • Strong interpersonal skills including the ability to work on teams and collaborate with colleagues and clients.
  • Knowledge of common computer software such as MS Office Word Excel Access and PowerPoint.

Qualifications :

  • Completion of a bachelors degree program at an accredited college or university.
  • Candidates should have a minimum of three (3) years of relevant experience.
