SUMMARY

The Charlotte-Mecklenburg Police Department is seeking a highly motivated and detail-oriented Budget & Finance Analyst Senior to provide expertise in procurement financial services and accounting operations. Reporting directly to the CMPD Procurement Officer this position collaborates with both internal and external stakeholders to ensure compliance accuracy and efficiency in financial and procurement processes across the department.

Major Duties and Responsibilities:

  • Act as Departmental Procurement Card (P-Card) Accountant by reviewing and verifying transactions ensuring compliance with policy completing all allocation reviews before month-end deadline and maintaining the P-Card holder database.
  • Serves as the backup to the departments Procurement Officer providing support in contract administration procurement consultation compliance monitoring financial analysis and reporting to ensure alignment with statutory guidelines departmental policies and best business practices.
  • Track and monitor service and maintenance agreements ensuring timely execution accurate documentation and compliance with policies.
  • Assist in document review development of procurement scopes preparation of internal documents and facilitate informal solicitation processes.
  • Coordinate contract modifications adjustments and change orders.
  • Perform a range of financial services and procurement tasks including but not limited to purchase requisitions analyze and reconcile invoices investigate discrepancies and provide resolution using effective research methodologies.
  • Collaborate on forecasting purchasing needs tracking expenditures and analyzing open encumbrances to support effective financial management.
  • Conduct internal audits of procurement and financial transactions to ensure compliance and efficiency.
  • Prepare accurate concise and timely financial and administrative reports.
  • Deliver training on procurement and financial systems and processes to staff as needed.
  • Perform other related duties as assigned.

Minimum Qualifications:

  • Associates degree with five (5) years of relevant work experience.
  • OR an equivalent combination of education and experience that provides the required knowledge skills and abilities.

Preferred Qualifications:

  • Bachelors degree in accounting finance business administration or a related field with minimum three (3) years of relevant experience.
  • Coursework or certification in accounting procurement or business administration.
  • Professional certifications such as CLGPO CPPO CPPB desirable.
  • Experience in governmental procurement and finance strongly preferred.

Knowledge Skills and Abilities:

  • Strong understanding of local state and federal procurement and contracting methodologies.
  • Proven ability to work independently and manage multiple priorities.
  • Knowledge of governmental finance and accounting principles.
  • Proficient in Microsoft Office Suite (Outlook Excel Word Teams) with experience using financial and procurement systems including ERP platforms (e.g. Workday) for procurement accounts payable research and resolution and reporting.
  • Understanding of vendor management principles with the ability to build and maintain effective working relationships with vendors and service providers.
  • Exceptional organizational analytical and time-management skills.
  • Excellent communication and interpersonal skills.
  • Ability to exercise sound judgment and maintain effective working relationships across multiple teams departments and organizational levels.
  • Demonstrated ability to perform effectively and maintain high productivity in a fast- paced work environment.
  • Demonstrate customer service orientation initiative and responsiveness

ADA and Other Requirements:

Positions in this class typically require grasping talking hearing seeing and repetitive motions.

Physical Requirements:

  • Essential and marginal functions may require maintaining physical condition necessary for sitting standing climbing or walking for extended periods of time
  • Light to moderate lifting and carrying; some crouching stooping squatting crawling reaching pushing and pulling when performing tasks
  • Ability to see hear and communicate information effectively

Sensory Requirements:

  • Concentrated and attentive use of one or more senses (visual audio and other sensory modalities) for proofreading data entry tabulating data.
  • Ability to operate in an environment with frequent interruptions from people and or noises which in return could result in some level of stress fatigue or strain.
  • Comprehend written information in work-related documents.
  • Ability to hear understand and distinguish speech.

Working Conditions:

Work is performed in an indoor office environment with moderate exposure to atmospheric conditions moderate exposure to environmental conditions and frequent exposure to computer screens files and phone.

CONDITIONS OF EMPLOYMENT

The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes but is not limited to: reference checks social security verification education verification criminal conviction record check and if applicable a credit history check sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidates written authorization before obtaining a criminal background report motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process candidates may be asked to take a skills test and/or participate in other assessments.
