Position: Temporary Senior Analyst - GIS Planning
Salary Range: Band 6: $45.30 - $54.02 per hour 4% vacation pay
Effective September 1 2025 : Band 6: $46.43- $ 55.37 per hour 4% vacation pay
Location: J.W. Singleton Education Centre- Business Services Department
Work Schedule: 35 hours/week 12 months/year
Effective Date: Monday August 11 2025 to Friday February 27 2026
Position Summary:
The Senior GIS Planner manages updates and maintains Board geospatial data while streamlining data processing workflows and providing custom mapping solutions for Facility Services and Planning and other departments throughout the Board. They deliver spatial and data analysis outcomes to aid in decision making and accommodation planning for the Board. The Senior GIS Planner provides leadership in the maintenance of SPS and GIS databases including the management of student enrolment and operational data for student yields and projections and ensures that the distribution of information is in keeping with the applicable privacy laws and or data licensing agreements. The Senior GIS Planner is also responsible for leading the yearly update of the Boards Long-Term Accommodation Plan the primary strategic plan for student accommodations and dissemination of school facility information.
Key Responsibilities:
HDSB Long-Term Accommodation Plan (LTAP) Development and Deployment
Responsible for coordinating with Senior Planners and Facility Services staff to complete the collection validation and preparation of data for enrolment projections population statistics facility statistics priority projects and Key Performance Indicators (KPIs) of each Planning Area profiles.
Responsible for the review formatting and editing of Boards Long-Term Accommodation Plan (LTAP) for public access and usage.
Work with the Planning Analyst to guide the development of online resources and tools to improve accessibility of documents. Responsible for the creation and maintenance of complementary online maps and applications for the document as well as tools to improve public engagement with the LTAP.
Responsible for the creation and curation of figures and graphics for the plan and liaises with the strategic communications department to ensure the document and its components are accessible for the target audience and align with Board branding.
Management collection maintenance of sensitive datasets of the Boards Facility Services and Planning departmental database.
Collects data specifically related to HDSB and schools such as school boundaries student data streets property parcels and new residential developments.
Coordinates the retrieval of regional birth data and disaggregate data based on Board specific geographies to assist Senior Planners with enrolment projections.
Collect and manage data necessary to HDSB Planning operations through partnerships and data sharing agreements with regional / municipal governments and other partners to acquire and access pertinent data such as: air photos street line maps and regional birth data.
Responsible for reviewing license agreements data sharing agreements and other contracts related to the Boards geospatial tools to ensure the agreements are carried out.
Participates in regional School Planning Software and GIS user groups to discuss projects data availability GIS development training sessions software improvement and upgrades.
Spatial and Data Analysis.
Performs specified analysis and graphically displays results. Analysis includes examination of boundary changes and school closures/openings on school populations spatial densities of population and transportation maps.
Integrate Facility Services and Planning databases with geographic databases for board staff and public use and perform monthly and quarterly data maintenance (streets land parcels MPAC facility inventory data student data).
Retrievers monthly student information for the Board student information system in collaboration with IT and is responsible for the collection and calculation of monthly enrolment for all schools. Also responsible for
Populating most recent student information into the Boards student projection systems for use by the Senior Planners.
Geocoding students addresses to assist with generating student list of in/out of catchment analysis for use by school administrations and for the Boards student projection system.
Responsible for creating and managing sensitive student location and enrollment datasets for Planning Services and integrating that information with other datasets such as MPAC and Census Canada data with land parcels and other Board geographic features.
Prepares biannual pupil yield analysis for new residential development to assist Senior Planners to complete the Boards enrolment projections and future growth trends and determine future pupil accommodation needs.
Respond to mapping and data requests from schools community and central administration while ensuring the final products are accurate and correct.
Complete home-to-school distance calculations and validations on behalf of Halton Student Transportation Services (HSTS) which will provide a final determination on a students transportation eligibility.
Creates models for repetitive tasks to improve efficiency and effectiveness for data sharing and production and/or adapt to latest software capabilities unlocking additional time for other Board priorities.
Responsible for managing the physical collection or assisting the appropriate staff of site data to supplement data gaps in the Boards Facility Inventory. This may require the use of a drone to capture aerial photography and/or geo-locating tools to capture the specific location of site features.
Responsible for the dissemination of Facility Services and Planning data internally and externally.
Leads specific data analysis and mapping requests as needed from internal and external teams including internal departments HSTS and municipal agencies.
Creates and maintains online maps and applications for the Facility Services and Planning team for public and board-wide use for displaying public-facing maps for boundary reviews catchment boundary updates and accommodation planning updates using ArcGIS Online Apps including Dashboards Experience Builder StoryMaps FieldMaps and QuickCapture.
Requires innovative use of available technologies to create tools that best engages the end-user to access the necessary information in a clear and concise manner and improve work flows.
Work collaboratively with Facility Services members responsible for Facility Inventory Information and review update and implement data management strategy of the Boards key databases and dissemination strategies.
Represent the Board in communications with the public on matters of enrolment and catchment boundaries and relay information on enrolment policies and procedures in a clear concise and respectful manner when answering inquiries.
Qualifications:
Bachelors Degree in Geography or Planning or related discipline
Masters degree in geography or planning or related discipline preferred
3 years related experience 5 years related experience preferred
GIS certification
Minimum Required:
Must be fluent in ESRI Products (ArcGIS Desktop ArcGIS Pro ArcGIS Online ArcGIS App Builder) and other GIS software;
Proficiency in Microsoft Office (Word Excel and PowerPoint)
Google Suite (Gmail Drive Sheets Slides Meets etc..)
Preferred Requirements:
Knowledge of Aspen Reports and Student Information System environments;
Adobe Creative Suite products (InDesign and Illustrator); Knowledge of AutoDesk products; Drone Pilot License;
Proficiency in Paradigm Shift Product Suite (Student Projection Software; Staffing); knowledge of GPS collection tools.
Data manipulation and organisational skills preferred
Data synthesis and analysis skills preferred
Webpage Maintenance (sharepoint) preferred
