Job Description
The Contractor shall provide a Senior Financial Analyst or equivalent that will also serve as the project manager and be designated as key personnel. The project manager is essential for the successful completion of all work assigned under this contract. The project manager shall oversee all tasks affiliated with this contract and interact with the COR.
Description
- Conduct data gathering with client organizations to identify and document specific requirements for financial systems improvements or modifications.
-Familiarity with GFMS processes and transactions is highly desired as ITA does approximately one third of its business with the Department of State.
- Develop functional design documents that describe proposed solutions to client requirements. When appropriate the contractor shall present findings to client management through briefings or presentations.
-Develop programming specifications to support new applications or automated modules and coordinate with feeder systems such as the GFMS and CBS to enhance financial reporting to the client
- Perform analysis develop designs and layouts and conduct testing to support custom report development to meet client needs.
-Provide recommendations for use and/or modification to meet client needs and provide liaison with the Department of State and NIST to ensure client requested changes are appropriately designed tested and deployed.
- Conduct training needs assessments develop training plans and curricula develop training materials and conduct training sessions
-Training may be classroom-based or may utilize other modes of delivery such as computer-based training or internet-based approaches.
- Review existing general ledger (G/L) balances to identify journal voucher or adjusting entries required to restore proper relationships required in the G/L.
- Provide financial support to NIST and Department of State with interface tables data parameters and related items
-Performing corrections to data analyze data entry performance and results and providing on-site support for the operation implementation scheduling and maintenance of those systems.
- Provide for the development and issuance of financial management policies standards and procedures.
- Creating internal control policies and setting up and administering accounting codes throughout all customer accounting and feeder systems. Review congressional legislation and central agency regulations (e.g. OMB Treasury and State Department) to ensure ITA remains in compliance. Develop guidelines and implement solutions for program users and with the prescribed support provide advice and recommendations to ITAs financial and program managers.
- Design develop and initiate reviews and prepare supporting documentation using departmental criteria.
-All supporting documentation shall be provided to the Department and the Financial Statement Auditors.
- Design develop implement and maintain reporting to Department of Commerce on financial analysis and oversight of implementation of the North American Free Trade Agreement (NAFTA) and the Corporation for Travel Promotion (CTP.)
