Job Description

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law preserve peace protect the people reduce fear and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between the people and its police and by pioneering strategic innovation.

The Personnel Bureau Payroll and Benefits Section is seeking a Health Benefits Coordinator who will work with other team members to ensure the effective and efficient processing of employee benefits. They seek a Staff Analyst I for the Member Support Unit that would be responsible for the effective and efficient processing of Sections 71/72/73 Civil Service law and Mayoral Directive 78-9. The Member Support Unit (MSU) manages the following for civilian members of service: Fitness for Title Medical Dismissals Sick Leave with Pay Grants Workers Compensation with Pay Grants and Dedicated Time Leave (Leave Donations). MSU is responsible for Employee Self Service (ESS) Beneficiary Administration and death notifications for all members of service.

Duties include (but is not limited to):

1. Analyze and process fitness for Title (FFT) requests in accordance to respective civil service laws for civilian members of service (CMOS);
2. Assess and process CMOS medical dismissals in accordance to respective civil service laws; research alternatives;
3. Prepare and coordinate applicable correspondence for FFT and medical dismissals and distribute to appropriate personnel;
4. Serve as MSU liaison to CMOS NYPD Bureaus internal commands and external NYPD agencies in regards to FFT and medical dismissals to ensure compliance with NY Civil Service laws;
5. Handle incoming communications to assist MOS with general and/or specific inquiries pertaining to all aspects of MSU through professional customer service;
6. Establish and maintain cooperative relationships with fellow team members; by executive staff;
7. Follow filing protocols and updating databases maintaining processing procedures and time limits;
8. Perform related duties as assigned special projects and tasks as needed.

HOURS/SHIFT:
8:00 AM - 4:00 PM


ADDITIONAL INFORMATION:

In compliance with Federal Law all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

Qualifications :

A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in 2 above.

A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in 2 above.

A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma.
