Main Responsibilities
Policy analysis and advice
- Contribute to the production of discussion papers to advance methodological work (TOSSD Reporting Instructions and statistical classifications).
- Conduct analyses of TOSSD data for specific SDGs sectors and themes (e.g. global public goods) and draft short reports for publication e.g. data stories.
- Support TOSSD-related requests from OECD Senior Management and external stakeholders.
- Prepare Talking Points and Briefing Notes for the Head of the IFT Secretariat.
- Support the promotion of TOSSD in key areas and institutions e.g. at the UN G20 and G7.
- Keep abreast of changes in the development finance landscape including trends and emerging challenges. Proactively review key events in the international arena to identify opportunities for promoting the work of the IFT.
Statistical engagement
- Support the Lead Analyst in the engagement with countries and multilateral organisations to grow the membership of the IFT focusing on certain regions e.g. the Caribbean. Establish and develop professional contacts with national statistical offices as well as the statistical staff of relevant ministries development co-operation agencies development finance institutions and multilateral organisations.
- Engage with potential new TOSSD data providers to increase coverage of reporting in coordination with DCD and other OECD Directorates where relevant.
- Organise and support capacity-building activities of TOSSD statistical reporters and engage with existing TOSSD providers to expand the scope of their TOSSD reporting.
Data management
- Contribute to the yearly TOSSD data collection in co-ordination with DCD and other OECD Directorates where appropriate.
- Process and verify TOSSD data received from bilateral and multilateral providers. Engage with data providers to promote and facilitate comprehensive and timely reporting on TOSSD.
Meeting support and facilitation
- Contribute to the organisation of meetings of the IFT both virtual and physical including providing support to the drafting of agendas discussion papers invitations and action points.
- Contribute to the organisation of specific TOSSD meetings beyond IFT (e.g. side-events at the UN) to ensure broad consultation of different stakeholders.
Representation and liaison
- Attend relevant international fora and meetings and deliver presentations and papers as required.
- Actively disseminate TOSSD data and promote their use in general and more specifically within government agencies.
Other tasks
- Contribute to the annual report covering the IFT activities and achievements.
- Support regular internal and external reporting processes on TOSSD.
- Carry out other duties as assigned.
Qualifications :
Ideal Candidate Profile
Academic Background
- An advanced university degree in economics statistics international relations or related discipline.
Professional Background
- Minimum two years experience in international development preferably in a bilateral and/or multilateral context. Sound understanding of development co-operation issues the 2030 Agenda for sustainable development financing for sustainable development and the monitoring of support for the SDGs. Sound understanding of the perspectives of South-South co-operation providers and developing countries.
- Sound knowledge of the principles and concepts underlying the measurement of development co-operation and other resource flows.
- Experience in engaging with bilateral and multilateral providers on development finance statistics.
- Demonstrated skills in data collection data processing and quality assurance. Practical experience with the processing of large datasets would be an advantage.
- Experience in drafting documents on statistical methodologies and reporting issues.
- Strong interpersonal skills. Proven ability to work effectively in a multicultural environment and establish effective and harmonious working relationships with officials at all levels in bilateral and multilateral agencies.
- Organisation initiative energy and commitment to producing high-quality results on a timely basis.
- Proven capacity for effective teamwork and collaboration across teams working on related topics as well as the ability to formulate and advance initiatives with limited supervision.
Tools
- Sound knowledge of Excel. Knowledge and experience with programming languages such as SQL and R would be an advantage.

Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reaching a good working level.
- Good knowledge of Spanish would be an advantage.
- Knowledge of other languages would be an asset.

Contract Duration
- 12month fixed-term appointment with the possibility of renewal to a maximum of 36 months.
What the OECD offers
- Monthly salary starts at EUR 5 902 plus allowances based on eligibility exempt of French income tax.
- Please note that the appointment may be made at one grade lower in the specified job family based on the qualifications and professional experience of the selected applicant.
- This vacancy may be used to create a pool of candidates for comparable positions both for open-ended and fixed-term functions.
Selection Process
