Job Description

Client: Ministry of Public and Business Service Delivery and Procurement (Land & Resources Cluster)
Location: Remote (Anywhere in Ontario)
Start Date: August 11 2025
End Date: March 31 2026
Potential Extension: Up to 60 days (1 time)
Bill Rate: $85/Hr

Project Overview

Initiative: Air Quality Suite Evergreening
The initiative focuses on upgrading Ontarios mission-critical Air Quality I&IT solutions. The current stack (Oracle DB APEX/ORDS Red Hat Linux OS) is outdated. The project will evergreen the infrastructure and may involve cloud hosting as part of modernization to align with Ontarios Digital and Data Strategy.

Note: Resource may also support additional initiatives related to Bill 5 (Protect Ontario by Unleashing Our Economy Act 2025).

Key Responsibilities

  • Design implement operate and administer Oracle databases (10g 11g 12c 19c) in large multi-tenant environments.
  • Manage performance tuning backup/recovery optimization capacity planning and migrations.
  • Build and configure Oracle DB Servers on Windows Solaris and Linux.
  • Maintain databases for SIEBEL ARCGIS APEX.
  • Implement security and auditing controls to meet privacy requirements.
  • Support both on-prem and GoCloud environments.
  • Lead Oracle migration projects especially to 19c.
  • Provide expert support during solution design and architecture.
  • Support features such as TDE DataGuard RAC OMS OEM 13c.
  • Create technical documentation and conduct knowledge transfers.
  • Analyze and mitigate technical risks and communicate solutions effectively.

Mandatory Experience Requirements

  • 10 years of experience in database administration and related IT roles.
  • Proficiency in Oracle DB (10g to 19c) in large complex environments.
  • Experience with:
    • Cloud migration
    • Security and auditing in databases
    • Incident Change and Configuration Management
    • One or more OS (Linux Solaris Windows)
    • One or more programming languages
    • Information retrieval tools and query languages
    • Communications protocols
  • Excellent communication documentation and team collaboration skills.

Desirable Skills

  • Experience with:
    • Distributed data systems
    • Middleware and gateways
    • Cybersecurity vulnerability remediation
    • CASE tools
    • Data warehouses and Oracle OBIEE
    • ERP and Case Management systems
    • Enterprise Architecture and Information Management principles
    • Object-oriented analysis and design techniques
    • Technology stack upgrades patching and cloning
    • Ontario Government Enterprise Architecture processes

Knowledge Transfer Requirements

  • Continuous knowledge sharing with ministry staff.
  • All documentation must be uploaded to ministry-provided repositories.
  • Regular working sessions and dedicated knowledge transfer meetings required.
