Job Description:

The Sr. Business Manager is a key member of the Law School senior staff who serves as a strategic advisor for all business operations and financial matters and oversees directs and carries out a broad range of high-level fiscal and daily business services operational responsibilities for the entire Law School and under its Responsibility Centered Management (RCM) budget model.

Under the direction of and in close partnership with the Dean and Associate Dean for Administration the position proactively identifies and independently carries out complex assignments in the analysis monitoring maintenance and control of the Law Schools fiscal operations; leads the collection preparation analysis and interpretation of budget and financial information to allow for strategic monitoring deployment and conservation of financial resources.

The Sr. Business Manager is responsible for ensuring that infrastructure is in place and all Law School business services and finance operations run smoothly and consistent with applicable federal state USM and UBalt laws rules regulations policies procedures and best practices. Overseeing a small team of business services professionals the Sr. Business Manager is responsible for supervising training and mentoring the team and implementing procedures and creating an overall administrative infrastructure for the team and wider Law School community that reinforce and aid the financial performance of the Law School and its achievement of strategic goals and priorities.

This position is primarily on-site with 1-2 remote days per week possible.

Responsibilities:

Financial Planning Analysis Management and Reporting: Proactively leads the collection preparation analysis and interpretation of budget and financial information to allow for strategic monitoring deployment and conservation of all types of financial resources (including state grant and Foundation funds (UBF)).

  • Supports Law School leaders in budgeting forecasting planning and monitoring the needs of the overall Law School and divisions/budget centers within the Law School and under RCM.

  • Develop annual budget for Law School and Law School budget centers: Coordinates the divisions internal budget call for all funding sources (state self-support and UBF) including the: budget development implementation of budget allocations and resource distribution for the division(s).

  • Adheres to the procedural and timing requirements and leads internal budget development discussion and review processes.

  • Financial Forecasting: Provides timely forecasts and projections of revenues and expenses that deliver useful information to divisional leadership provost administration and finance and UBF.

  • Works with divisional leadership to participate directly in the development updates and monitoring of the rolling five-year strategic financial plan linked to strategic plans for the university and the division(s) (as appropriate).

  • Variance Reporting: Provides timely variance and other reporting on all unrestricted and UBF projects. Provides special reports and analysis as requested.

  • Provides insights and ideas in a coherent and compelling manner to constituents.

  • Compliance: Oversees funding and spending compliance for all unrestricted funds and UBF projects. Provides reports on UBF projects to donors as appropriate.

  • Financial Management: Authorizes expenditures in consultation with divisional leadership as delegated.

  • Strategic Planning and Analysis: Assists the divisional leadership and staff in the assessment and development of revenue generating activities and cost saving initiatives. Creates complex financial models and computerized methods to support division and staff in the budget management and maintenance. Advises divisional leadership regarding the availability of new or existing / deployable budget dollars to support strategic initiatives.

  • Financial Liaison / Relationship Management / Contact: As appropriate coordinates assumptions modeling and scenario building by working cooperatively with the divisional leadership the provosts office and administration and finance to facilitate decisions and implementation.

Business Operations (includes divisional Centers): Ensures that appropriate infrastructure is in place and all Law School business services and finance operations run smoothly transparently and consistent with applicable law policy and best practices.

  • Serves as the primary authoritative resource for the division and its center(s) on routine operational matters policies and procedures related to business operations.

  • Ensures that business services operations are conducted in compliance with applicable federal state USM and university law policies and procedures.

  • Communicates appropriate process and policy changes to the division creating or modifying processes to maintain efficiency effectiveness and compliance.

  • Supports regular and contractual personnel by providing procedural guidance to facilitate timely and effective use of resources.

  • Solves problems as needed for efficient and effective operations coordinating between the division center and central offices as needed.

  • Recommends documents and facilitates implementation of divisional process improvements.

  • Ensures that the team are well trained on and serve as a resource for financial and Workday system operations.

Workforce Management: Assists the Associate Dean for Administration in workforce management by initiating regular collaboration with the Office of Human Resources and the Position Control Manager to support workforce management (e.g. compensation reviews performance management processes position action forms etc.).

  • Assist in coordinating activity to develop and maintain up-to-date position descriptions for all staff in the division.

  • Oversees the efficient and effective use of UBalts human capital management (HCM) technology when establishing employment requisitions recruitment postings and search committees.

  • Facilitates effective Workday and other IT system on-boarding steps for new employees.

  • Manages position attributes and advises on all position related matters for accuracy and funding availability.

  • Serves as the contract coordinator and assist the Associate Dean for Administration to pursue C1 C2 personal services vendor and procurement contracts.

Managerial / Supervisory: Oversee the business services team with responsibility for supervising training and mentoring the team to reinforce and aid the financial performance of the Law School and its achievement of strategic goals and priorities.

  • Ensures proper deployment of team and wider staff talent to ensure day to day continuity of business services operational activities of processing divisional transactions that include: procurement (i.e. purchase requisitions procurement card) accounts payable accounts receivable (if appropriate) contingent contracts.

  • Leads goal setting and preparation of annual performance reviews.

Other Operational Responsibilities:

  • Liaison between the division and OTS/Facilities and Capital Management Offices as well as other university offices with responsibility for financial human resources technology and facility matters.

  • Seeks to improve the physical space state of the division by planning and forecasting the facility and computer/software needs.

  • Oversees facilities upgrades or additions with the appropriate offices.

  • Supports other divisions as assigned during other appropriate position (i.e. Business Manager role) vacancies / annual leave.

  • Serves on university and other committees bringing back information to the division.

  • Fulfils other responsibilities as assigned by the supervisor or divisional leadership.

Minimum Qualifications:

Education: Baccalaureate degree in Accounting Finance Business or a related field.

Experience: Seven years of progressively responsible experience working with budgets financial modeling workforce / position management strategic planning and forecasting and senior level reporting. Three years of supervisory experience.

Preferred Qualifications:

Education: Masters degree in Business Finance Accounting or related field

Experience: Experience in higher education.

Strong customer service skills and ability to explain financial matters in an understandable way. Ensure interactions within the division and amongst other divisions personnel is conducted courteously and efficiently consistent with UBalts strategic plan. Ability to independently gather required information to organize and perform financial analysis assignments. Ability to collect and analyze data investigate comprehend and compile financial budgetary and program data interpreting policies and procedures and apply them to routine/complex/unique situations. Ability to organize and prioritize reports daily operations short and long-term projects and to direct and ensure timeliness and accuracy in the work of others. Flexible to a changing and dynamic work environment. A focus to provide: high level of customer service transparency of data and regular communication to divisional leadership and University partners. Demonstrates skills in organizational evaluation with an eye for increasing effectiveness & efficiencies (E&E) operational improvements.
