Job Description

ICF is seeking a Lead Business Analyst who is Artificial Intelligence (AI) and customer focused with a passion to help government agencies modernize technology and processes.

The ideal candidate will lead advise and manage ICF client requirements translating them into documentation and conceptual design for product owners technical architects and developers on an IT modernization and O&M project. You are responsible for bridging the gap between technical and non-technical project staff by eliciting analyzing documenting and communicating concise requirements for implementation based on business needs. You will clarify scope leverage your knowledge of business processes and AI technology to determine the necessary analytical approach and identify overlapping functions and dependencies. You are expected to propose AI integrations to boost efficiency and performance and have experience delivering IT modernization and AI solutions in an AWS cloud environment.

You are comfortable leading an Agile team employing Scrum development framework. You also have a concrete understanding of cloud-based and AI-based software development terminology as well as familiarity with concepts such as data warehousing infrastructure as code (IaC) continuous integration and continuous delivery (CI/CD). You are known for effective communication in person or via phone/conferencing and can represent the voice of the business.

Job Location: This is a fully remote position; however the role is tied to the Washington DC Metro area due to team requirements. Occasional in-person meetings may be required. An in-person interview will be required and candidates must reside within 50 miles of the Washington DC Metro Area to be considered.

What youll be doing:

  • Translate business needs into clear user stories and acceptance criteria using a Behavior Driven Development mindset
  • Facilitate requirements elicitation sessions and provide clear follow up steps
  • Apply comprehensive analytical techniques to assess business processes data flows and system interactions ensuring thorough and insightful analysis
  • Negotiate and recommend business solutions that balance technical feasibility delivery timelines and business need
  • Push creative thinking beyond the boundaries of existing industry practices and client mindsets to identify options to address business problems
  • Develop an understanding of the operational processes and procedures and take initiative on process improvements
  • Make AI recommendations towards process improvements and task efficiencies
  • Support User Acceptance Testing (UAT) activities
  • Contribute to the ICF Business Analysis community of practice

What you must have:

  • Bachelors Degree in a relevant field
  • 10 years of experience as a software business analyst on legacy modernizations COTS integrations and/or green field application projects to include:
    • Business process analysis or business process re-engineering
    • Client facing communication
    • Process modeling
    • Gap analysis on current state processes
  • 5 years recent experience as a business analyst and cross-functional team member working in an agile development environment (i.e. scrum kanban etc.) to include:
    • Leading requirements management
    • Requirements elicitation and documentation
    • User story definition
    • Acceptant criteria determination
    • Data Lake/Warehouse design & functionality
  • 5 years experience with Visio and Jira (or similar Agile project tracking software)
  • Comprehensive understanding of the full software development lifecycle (SDLC) Requirements Management and Scope Management methodologies
  • Certified Scrum Master or Certified Scrum Product Owner
  • Must possess strong analytical organizational and product management skills
  • US Citizenship required due to federal contract requirements
  • Must be able to obtain and maintain Public Trust
  • MUST RESIDE IN THE United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.) as this work is for a federal contract and laws do apply.

  • AWS Certified AI Practitioner (AIF-C01) certification
  • Certified Business Analysis Professional (CBAP)
  • Excellent understanding of agile methodologies including Scrum Kanban and/or Scale Agile Framework (SAFe)
  • Proven experience in change management
  • Demonstrated ability to work collaboratively and cohesively in cross-functional teams
  • Skilled in managing and aligning requirements across multiple teams and stakeholders
  • Works with Product Owner to groom and prioritize a backlog
  • Highly organized and appreciation for details
  • Resourceful and self-motivated
  • Superior verbal and written communication skills

Pay Range - There are multiple factors that are considered in determining final pay for a position including but not limited to relevant work experience skills certifications and competencies that align to the specified role geographic location education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$98124.00 - $166810.00
