Job Description

Position Title: Exercise Planner & Venue Manager

Reports to: Operations Manager

Location: Lansing MI

Employment Status: Full-Time

FLSA Status: Exempt

Schedule: Monday-Friday; 0800-1630; with flexibility for occasional evenings and weekends based on exercise schedules.

Travel: Required for other locations such as Camp Grayling Alpena CRTC Fort McCoy Fort Custer and occasional travel to other cities within the U.S.


Position Summary: Seeking an experienced professional to lead planning coordination and execution of multi-agency Domestic Operations and Homeland Security exercises supporting the Michigan National Guard (MING). This position manages venue selection scenario development exercise control partner engagement and after-action reporting for large-scale Defense Support to Civil Authorities (DSCA) events. This position is contingent upon contract award.


DUTIES AND RESPONSIBILITIES

The essential functions include but are not limited to the following:

  • Develop coordinate and manage the Joint Exercise Life Cycle (JELC) for annual and ad-hoc DSCA / Homeland Security exercises.
  • Design exercise scenarios Master Scenario Events Lists (MSEL) and role-player scripts to meet mission objectives.
  • Plan secure and manage exercise venues resources and training sites.
  • Lead coordination with federal state local agencies DoD components and non-governmental partners.
  • Facilitate planning meetings workshops tabletop exercises and rehearsals.
  • Provide subject matter expertise in DSCA CBRN consequence management and joint operations.
  • Support exercise cybersecurity and critical infrastructure protection objectives.
  • Prepare and deliver detailed After Action Reviews (AARs) lessons learned reports and recommendations.
  • Maintain an effective Quality Control Plan (QCP) to ensure compliance with contract standards.
  • Travel to exercise sites primarily within Michigan with occasional travel to Wisconsin or other states (15 trips/year).
  • All other duties as assigned

Requirements

Security Requirements:

  • Ability to obtain and maintain a DoD CAC and SECRET clearance.

This position requires passing an extensive background check.


Qualifications:

  • Project Management certification (PMP or equivalent).
  • Experience mentoring civilian and military organizations in large-scale exercise environments.
  • Deep knowledge of CBRN consequence management operations and coordination with civilian agencies.
  • Experience supporting NORAD-USNORTHCOM or National Guard exercises.
  • At least 5 years of experience planning developing and executing functional or full-scale Homeland Defense / DSCA exercises.
  • Expertise in CPX STX and FTX exercise development including control observation data collection and reporting.
  • Demonstrated experience with White Cell operations (Exercise Control Cell Simulation Cell).
  • Familiarity with APAN ReadSIM WebEOC LLIS and JELC methodologies.
  • Strong knowledge of ICS NRF NIMS and DoD/DSCA operations.
  • Excellent communication and writing skills; capable of developing detailed reports plans and presentations.
  • Ability to obtain and maintain a DoD Common Access Card (CAC) and SECRET clearance..
  • Valid U.S. drivers license
  • Excellent verbal communication skills and telephone manner
  • Excellent and accurate written communication
  • Familiarity with Windows operating systems; online calendars and cloud systems; intermediate to advanced skills Microsoft office products required
  • Excellent attention to detail; accurate data entry
  • Customer Focused and team-oriented work ethic
  • Able to multi-task efficiently and accurately focusing on quality
