The Opportunity
Reporting to the Director Project Controls U.S. this position is responsible for ensuring delivery of high-quality accurate and timely estimates for all phases of U.S. growth and maintenance capital. This role is responsible for leading a team of cost estimators who are providing deliverables for pipeline and facility projects for natural gas transmission pipelines. The position requires excellent collaboration with key stakeholders and business units to ensure they receive the necessary cost estimate deliverables to develop sanction and execute capital projects and make timely financial decisions to achieve predictable outcomes.
What youll do
Influence project decision making without direct authority through estimates with accuracy ranges applicable to the project phase.
Lead mentor and develop a team of direct reports to deliver high quality accurate estimating deliverables.
Provide leadership and direction on all aspects of cost estimates in accordance with Project Delivery Standard deliverables processes and procedures and prudent industry practices.
Monitor and improve estimating performance through incorporation of actual cost feedback and benchmarking data and active collaboration with our benchmarking teams.
Collaborate with key stakeholder groups in the sharing of lessons learned and best practices to enhance a competitive advantage in developing and executing projects.
Liaise with other departments including Project Controls Supply Chain Senior Management Project Managers and external vendors to develop effective and accurate input to cost estimates.
Work with Supply Chain to support the bid evaluate and award process for prime construction contracts and perform check estimates in support of project change management.
Minimum Qualifications:
Bachelors degree in engineering finance economics or similar discipline
10 years of relevant industry experience
5 years of formal leadership experience
Experience estimating interstate natural gas transmission pipeline construction projects (including pipelines facilities and other associated appurtenances).
Preferred Qualifications:
Field construction experience is a plus
Prime contractor or peer interstate pipeline owner/operator experience a plus
Strong working knowledge of detailed quantity driven estimating tools (Cleopatra Hard Dollar etc.) would be an advantage
Mastery of all estimating techniques and ability to develop estimates of all classes across a wide range of project sizes and complexity
Strong desktop computer skills (MS Office)
Excellent facilitation communication and analytical skills (both written and verbal)
Strong analytical interpretive organizational and problem-solving skills
Ability to drive continuous improvement in practices and procedures working with a functional home and governance team.
