About Us

HumanAbility is a not-for-profit industry owned and led organisation that is contracted by the federal government. It was established as a Jobs and Skills Council for the health human services aged care and disability sport & recreation and early childhood industries to fulfil the requirements of the Jobs & Skills Councils Strengthening Australias National Vocational Education and Training System program.

HumanAbilitys objective is to advance education by supporting skills and workforce development for the above specified industries. It is a values-based organisation with a defined mission and vision understanding the ultimate beneficiary of the work we do is our communities.

HumanAbility will achieve its objectives through:

  • Implementation of the Jobs & Skills Councils Strengthening Australias National Vocational Education and Training System program or its replacement program and similar programs supported by governments and/or industry;
  • Workforce planning activities that develop strategies to address workforce challenges using high-quality data and evidence on current and emerging skills needs (in collaboration with Jobs and Skills Australia) associated with a range of educational pathways including vocational education and training (VET) and higher education;
  • Formal and informal training product development including resources aligned with standards set by Skills Ministers to improve the quality speed-to-market and responsiveness of nationally recognised training products;
  • Contributions to the implementation promotion and monitoring of VET; and
  • Industry stewardship to advance education by acting as a source of intelligence on issues affecting relevant industries and national training system opportunities.

About the Position

The manager manages the development and delivery of applied research and policy projects that contribute to informing and influencing the delivery of a sustainable and productive care and support economy that delivers quality care and support with decent jobs.

This position will support the Executive Director in the line management of research officer and data analyst functions cross-organisational team and project management and ensuring the research and workforce initiatives have policy and political currency.

Key Accountabilities

Supervision and Project Management

  • With support from the Executive Director supervise Research Officers through the provision of direction and guidance of their day-to-day work regular 1:1 and project meetings ensuring a smooth induction process and elevating issues to the Executive Director as they arise.
  • Develop and/or supervise the development of project scoping management and proposal documents.
  • Supervise the development and delivery of multiple projects to meet objectives timelines and budgets and raising any risks with the Executive Director on a regular basis

Research:

  • Identify and understand key research opportunities including consideration of tripartite stakeholder input and the public policy environment
  • Coordinate or supervise the design and implementation of research proposals
  • Conduct and supervise a range of qualitative and/or quantitative research methodologies (e.g. moderating focus groups monitoring survey quotas)
  • Undertake analysis to inform the development of HumanAbilitys workforce plan workforce development initiatives and annual training development plan.

Reporting:

  • Prepare research reports summaries and presentations for internal and external audiences that show attention to detail and the ability to write in plain English.
  • Communicate research findings effectively to support decision-making.
  • Incorporate relevant research findings into project planning and development.

Stakeholder Engagement:

  • Collaborate with external partners to gather insights and share research outcomes.
  • Collaborate with cross-functional teams on data collection data analysis and project management.
  • Foster relationships with industry experts educators and policymakers

Qualifications and Experience

Essential

  • Experience in senior policy and research roles.
  • Strong project management skills in a research or policy environment.
  • Demonstrated experience in end-to-end research project design and management.
  • Outstanding interpersonal written and verbal communication skills.
  • Strategic leadership skills including demonstrated ability to lead small dynamic teams in a complex operating environment.
  • Proven high level stakeholder management skills and ability to build productive relationships with a diverse range of stakeholders.
  • High level policy conceptual and analytical skills and ability to develop innovative solutions to complex problems.
  • Desirable (but not essential):

  • An understanding of the public policy environment affecting the aged care disability services childrens education and care health human (community) services and / or sport and recreation sectors.

    We work according to a hybrid working environment. Your initial location of work is from your home with the expectation to attend in person the organisational meetings office days or equivalent as requested. This role is offered on an ongoing capacity subject to funding. This role may be done anywhere in Australia and will involve travel with overnight stays for organisation meetings stakeholder meetings workshops and industry events
