Program Summary
Schools Uniting Neighborhoods (SUN) Community Schools is a Multnomah County initiative that aligns community partners and resources to help reduce barriers that keep students from being successful in school and in life. Within each SUN Community School the collective efforts of the school community youth parents local businesses faith communities libraries school districts and community organizations create a network to offer programs and activities to uplift students academic engagement & social-emotional development meaningful family engagement and resource navigation to access available community resources.
Position Summary
The goal of the Family Resource Navigator program is to support families in achieving economic security with a focus on improving housing stability by reducing barriers in navigating systems. By focusing efforts and resources at regional SUN Community School hubs this program will create a front door to reach the most impacted families (families living with low incomes those who are unstably housed families of color and students with chronic absenteeism). The program aims to build skills and connections so that families know how to access the resources they need in the future while providing a more direct link to immediate needs like rental assistance to support families at risk of homelessness.
Essential Functions
- Works as part of the SUN Community School team and within the school-based team to build trusting relationships with families from multiple schools and potentially multiple districts
- Accepts client referrals from designated outreach zone without prioritizing clients from their work location; collaborates with SUN Site Managers across the county to gather referrals
- Culturally responsive communication outreach and engagement with students parents families school staff and community members
- Conduct client assessments to determine eligibility for social service support programs and other resources available in the community
- Refer families to community resources that address and assist in their universal household needs. Facilitate completion of application forms and document collection and review for internal program referrals.
- Support families to navigate or access internal/IRCO programs as well as external/community systems of care (for example: housing programs rent and utilities assistance food resources public benefits employment systems and/or school-based resources)
- Maintains files and documentation as required
- Perform administrative work in a timely and accurate manner including report writing data entry timesheets tracking participant enrollment referrals attendance and completion of internal IRCO forms for the HR and Finance Departments
- Conduct follow-up assessments for all participants who have exited the program
- Develop and maintain a centralized Information & referral tracking system for the school communities that are served
- Attend required training and meetings conducted by IRCO IRCO SUN Team Multnomah County school/district and community work groups as assigned
- Meet performance and contract expectations related to FRN outputs & outcomes
- Accepts other appropriate duties/responsibilities as assigned by IRCO SUN Manager or SUN Supervisor
- Culturally responsive communication outreach and engagement with students and families
- Effectively work with individuals of diverse backgrounds
- Actively work to disrupt racism and systematic oppression through inclusive program practice and implementation
- Utilize bilingual skills to support culturally specific communication with students families and clients in their preferred language when possible
Secondary Functions
- Willingness and ability to meet clients at their home school location if different from work location
- Ability to meet multiple including conflicting deadlines
- Strong analytical and decision-making abilities for related job functions
- Ability to deal with distressed and demanding clients and employees in an effective manner

- Ability to communicate with a variety of personality types and levels of the organization as well as with people outside of the organization
- Ability to work flexible hours to meet the availability of clients
- Lead one-on-one and/or small group skill building workshops for caregivers in the community (limited capacity)
- Distribute tactile resources to the community when applicable. Examples: shoes clothing weatherization kits cleaning supplies etc.
- Provide limited aspects of case management to caregivers to support goal setting and developing action plans related to navigating community systems of care
Education & Experience
MINIMUM JOB SPECIFIC QUALIFICATIONS:
- Must be 18 years or older
- Must be able to pass Oregon Department of Education (ODE) fingerprint background check
- High School degree or equivalent preferred. Experience in the field may be considered equivalent.
- Bilingual/bicultural applicants are encouraged to apply
- Experience working directly with parents or families in social services or performing culturally responsive resource navigation work
- Experience with Microsoft office suite (Excel Teams Outlook Sharepoint)
PREFERRED QUALIFICATIONS:
- Experience with social services and working with adults 1:1 or in small group settings preferred
- Experience with data entry via WellSky preferred
- Willingness to complete annual training on child abuse reporting and prevention Assertive Engagement Trauma Inform Care and/or other assigned training
- Enthusiastic attitude and a passion for working with families to access community resources that support family stabilization
- Flexibility is required. Schedule may occasionally require early morning evening and/or weekend meetings adult classes or community events.
- Ability to communicate effectively both orally and in writing
- Excellent multitasking skills and ability to prioritize and complete multiple and varied tasks
- Cultural sensitivity and ability to relate to people from diverse lifestyles socioeconomic levels and cultures
- Understanding of client confidentiality and privacy policies and procedures
Physical Mental & Environmental Requirements
- Job setting and office is in a public school no hybrid or work-from-home available

- Ability to review financial support documents and client applications to evaluate eligibility for programs and services
- Clear organizational skills
Supervisory Responsibilities
Positions at this level are not responsible for any supervisory functions or responsibilities but may occasionally be asked to orient and/or train new employees or volunteers.
