JOB TITLE: SSTC Liaison Officer

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) has stepped up its approach to broker South South and Triangular Cooperation (SSTC) to support national governments in achieving progress on food security and nutrition. SSTC is increasingly important for WFP and its host governments to access and mobilize the growing expertise technologies and financial resources that already exist in developing countries and the global South. The Multilateral & Programme Country Partnerships Division (MPC) coordinates the implementation of WFPs SSTC Policy and serves as a helpdesk for WFP COs and RBx on SSTC. MPC assures normative guidance and provides technical support/coaching on SSTC to WFP Regional Bureaux and Country Offices while also engaging WFPs Centres of Excellence in order to help them identify and realize SSTC opportunities as part of WFPs programme of work. The division also coordinates WFPs SSTC engagement with other UN-partners and government partners and positions WFP on key SSTC issues relating to food security and nutrition in the context of the 2030 Agenda for Sustainable Development.
This position is based in Rome WFP Headquarters Italy for a period of 4 months.
ACCOUNTABILITIES/RESPONSIBILITIES:
as a liaison focal point with MARA responsible for the coordination with MARA and strengthening WFPs communication and interaction with this donor;
donors awareness of WFPs programming policy and operational frameworks;
the SSTC team in discussing opportunities and changes with the donor;
SSTC team in negotiating the scale-up of the WFP-MARA Global SSTC Initiative;
the budget management and financial reporting of the MARA-funded country projects;
and communicate information about donor policies trends and preferences and support MPCs SSTC focal point to inform WFPs senior management of key developments and opportunities;
and communicate information about opportunities to expand the partnership base for SSTC with Chinas government institutions including untapped potential with China;
to the development of strategies to stimulate flexibility and predictability of funding;
coordinate with other members of the SSTC team to ensure that donor conditions are met;
to the preparation of briefing materials and sound analytical documents for WFPs senior staff;
and facilitate meetings with Representatives of Government Donors.
DELIVERABLES AT THE END OF THE CONTRACT:
1. The Global SSTC Initiative is implemented effectively and in line with donors requirements.
2. The reporting and visibility provided to MARA is in line with WFPs frameworks and agreed commitments.
3. The conceptual framework for the scale-up of the Global SSTC initiative is well developed and coordinated with relevant internal and external partners.
4. Negotiation on continued financial support from MARA and other Chinas government institutions for SSTC activities in 2025 and beyond is conducted.
5. Other deliverables and tasks as required by the function.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree in International Relations Economics Development or other fields relevant to the job profile or first university degree with additional years of related work experience and/or trainings/courses.
Experience: At least five years of work experience in an international work context. Professional experience in partnerships donor coordination and programme management.
Knowledge & Skills: Familiarity with WFP operations and understanding of WFPs approach to South-South and triangular cooperation is an asset.
Familiarity with Chinas role work and institutional architecture on supporting South-South cooperation in the food and nutrition context.
Experience in setting up and facilitating partnership frameworks and international cooperation projects is an advantage. Demonstrated partnerships and engagement skills.
Proficiency in both writing and speaking the Chinese Language and good communication skills in English.
Proficiency in MsOffice (Word Excel Power Point).
Excellent teamwork skills. Immediate availability is an asset.
Languages: Chinese - native speaker; English - fluent
