Job Description

ORGANIZATIONAL RELATIONSHIPS:

The position reports to the Chief Executive Officer and must have a sound working relationship with all management supervisory positions and support positions in the Company.

REQUIREMENTS

Develop and provide technical and administrative direction on all safety and health policies and programs which bear critical importance to overall corporate objectives operations and profitability of the various divisions.

  • Oversee and enforce compliance with all OSHA MSHA DOT (FMCSA and PHMSA) NFPA 70E and EPA Regulations pertaining to company operations while maintaining awareness of any regulation changes and make recommendations for their implementation.
  • Review internal safety policies and practices to ensure they are current and appropriate; conduct hazard and risk assessments and develop new or where necessary make recommendations to senior management to amend safety policies and procedures.
  • Create a work environment which reflects a commitment to protecting the health and safety of employees.
  • Pass the companys drug screen.
  • Motor vehicle record qualifies individual to be an approved company driver.
  • Acceptable criminal history.
  • Ability to read write and speak English to the extent that they are able to understand verbal and written instructions as well as give verbal and written instructions in English; and the ability to use simple mathematical calculations using whole numbers fractions and decimals (addition subtraction division and multiplication) to make job related calculations.
  • Bachelors degree in occupational safety and health or Certified Safety Professional (CSP) certification preferred. Minimum of 10 years experience if no degree or certification.
  • Five to seven years of HSE experience and management experience with the day-to-day financial operations of an organization of at least 50 staff positions
  • Advanced knowledge using Microsoft business applications including: Word Excel PowerPoint TEAMS and Outlook
  • Strong organizational skills.

ESSENTIAL FUNCTIONS

  • Prepare training programs in accordance with all applicable regulation
  • Provide support and training materials for local safety and training coordinators
  • Manage and/or oversee Department of Labor Apprenticeship Programs.
  • Work with local safety and training coordinators regarding Workers Compensation issues to ensure appropriate return to work and the prompt settlement of claims.
  • Work closely with insurance broker on renewals for all policy lines. Responsible for filing and follow-through of all insurance claims. (Workers Comp. Auto GL etc.)
  • Maintain and/or oversee the management of customer required clearinghouses such as ISNetworld Veriforce Avetta etc.
  • Serve as the companys DER (Designated Employee Representative) for the company drug test program.
  • Manage and oversee the companys Drug Test Program which includes pre-employment random post-accident reasonable suspicion and return-to-work testing for DOT and non-DOT employees.
  • Manage and oversee the company DOT (FMCSA) program which includes Driver Qualifications and working closely with the fleet department on vehicle requirements.
  • Manage and oversee the company DOT (PHMSA) program which includes drug testing and customer OQ (operator qualification) requirements and 3rd party training.
  • Maintain the Safety Management System (KPA) with form development updates training assignments and equipment/tool/PPE tracking.
  • Work closely with customers such as Chevron Oxy XTO to provide support attend meetings and monthly reporting.
  • Work jointly and collaboratively with Operations to improve operational efficiencies and reduce Health and Safety related costs.
  • Facilitate incident investigations to prevent recurrence of incidents and to ensure information on incidents is shared adequately across all locations. Ensure all corrective actions are implemented and followed through to closure.
  • Conduct (or coordinate) on-site reviews and audits of operations for all locations.
  • Direct implementation of strategies to effectively resolve Health and Safety issues.
  • Actively participate in the scheduling of safety meetings across segments to review safety performance and policies.
  • Create and maintain a culture reflective of a commitment to an illness and injury-free workplace.
  • Provide regular written reports as well as other production-related results and updates to the senior management team periodically to apprise the team of issues or as requested by the team.
  • Stay abreast of current and emerging technical and professional aspects of this position.
  • Able to present themselves for work for the duration of the normal work day 8 am to 5 pm with one hour off for lunch Monday through Friday with occasional additional work during the week and on weekends to meet process schedules.
  • Able to perform light and sedentary work activities associated with clerical duties.
  • Able to travel overnight periodically to attend business activities such as audits or training.
  • Commit to learning and performing all of the tasks related to their assignment.
  • Adheres to company policies and work requirements.
  • Performs and assumes other duties and responsibilities as may be required by immediate supervisor.
