The Residential and Placement Licensor is directly responsible for the implementation of the Residential and Placement licensing program which includes the enforcement of the regulations governing the licensure/approval of facilities for children with unique and special needs that are cared for in group care temporary shelter foster care or adoption agencies and the investigation of complaints; evaluation monitoring and provision of technical assistance and consultation in the development and operation of temporary shelter foster care adoption and group care agencies; assists and participates in the development and design of the statewide Residential and Placement licensing program; performs related residential and placement licensing work as required.

This position offers some flexibility of location within the current hybrid work model.

Key Responsibilities:

  • Determines compliance of group care in 24 hour residential settings temporary shelters foster care and adoption placement agencies with the Department of Early Education and Care regulations by: observing the physical condition of the facility; by assessing the care received by children through interviews with administrative program and clinical staff and children; and by reviewing staff administrative documents including the policy and procedures and childrens records by evaluating the health safety nutrition behavior management clinical educational vocational and recreational components of the program.

  • Documents findings gathered during evaluation of Residential and Placement programs by identifying and recording non-compliance findings and by writing extensive reports of a legal and technical nature in order to recommend issuance of renewal licenses or corrective action. Conducts entrance interviews with program staff. Conducts exit interviews with program staff regarding findings.

  • Provides technical assistance and consultation to operating programs and individuals or agencies seeking to open new programs by explaining and interpreting regulations and policies.

  • Conducts public approval studies as outlined in #1-2 above of other state agencies (Department of Children and Families and Department of Youth Services) which provide Residential and Placement services.

  • Conducts directs and/or participates in investigations of alleged or suspected institutional abuse neglect and/or omission of care of children regulatory violations accidents and deaths of children and other system failures as reported by consumers staff and community agencies by extensive interviewing contacting other state and/or local authorities and by documenting all phases of each investigation in order to present findings for corrective or legal action.

  • Monitors on an on-going basis all licensees all agencies and programs falling under EEC that provide Residential and Placement services for compliance with regulations.

  • Participates in the development and implementation of notices of action deficiency correction orders sanctions pre-hearing conferences hearings and Court proceedings by providing documentation of deficiencies; by testifying at legal proceeding and by conducting follow-up inspections in order to provide evidence of violations and to enforce corrective or legal actions as consistent with unit policies.

  • Assists in the development and refinement of regulations standards internal policies and operating procedures by participation on committees task forces and work groups.

  • Maintains complete and current records on all assigned programs including documentation of all on-going contacts.

  • Travel is required. Site visits to programs and state-wide meetings is a required expectation.

  • Other duties as assigned.

Preferred Qualifications:

  • Considerable knowledge of the principles practices methods trends standards prototypes and organization of residential and placement programs.

  • Ability to communicate technical information effectively in writing and oral expression.

  • Ability to communicate facts of a case in order to take appropriate action.

  • Ability to gather and analyze information through observation and interviewing and by examining records and documents.

  • Ability to make decisions (including decisions about health and safety of children) in stressful situations.

  • Ability to deal constructively with conflicts and confrontations.

  • Ability to deal tactfully and maintain harmonious working relationships with licensees local inspectors and co-workers.

  • Ability to prepare detailed written reports which represent facts accurately and objectively.

  • Knowledge of the principles practices and techniques of regulation and investigation procedures and interviewing techniques.

  • Knowledge and understanding of current educational standards trends research and best practices as they apply to child growth and Development.

  • Ability to handle stressful emergency or crisis situations.

  • Knowledge of the services provided in 24-hour clinical residential settings to children including special education mental health and protective services and community resources available to consumers.

  • Ability to maintain accurate records.

  • Ability to communicate technical information clearly and concisely.

  • Ability to be organized self-motivated self-directed and to work independently toward the accomplishment of short-term objectives and long-range goals.

  • Ability to use computer software.
