Job Description

Integrated Infrastructure Services designs and delivers infrastructure on behalf of Council and Edmontonians.

Reporting to the Director of Quality Assurance and Technical Services the Supervisor is responsible for leading a team of engineers and engineering technologists. This dynamic team undertakes quality assurance activities related to a variety of materials including but not limited to: concrete asphalt aggregates asphalt binder portland cement and others. This vital group is composed of ten permanent staff and 30-40 seasonal union staff.

The Supervisor will oversee and manage the Citys Quality Assurance Lab including the four specific labs for concrete asphalt asphalt binder and aggregates. The Supervisor is responsible to ensure that all of the concrete asphalt and aggregates labs remain certified with the Canadian Council of Independent Laboratories (CCIL) and will be the Supervising Engineer for CCIL purposes. The Supervisor will also ensure that the asphalt binder lab remains certified with the American Association of State Highway and Transportation Officials (AASHTO).

What will you do

  • Lead a collaborative team and inspire them with purpose and vision to achieve their full potential
  • Responsible for the overall management of the team including addressing staff issues and recruitment
  • Be a leader of safety and manage the groups safety program in alignment with the corporate safety program
  • Ensure the prudent and effective use of financial resources including oversight of the units operating budget and purchasing and payment approvals of laboratory materials and supplies
  • Provide subject matter expertise while understanding project constraints the Citys long term goals for sustainability climate resilience and the City Plan
  • Build and support influential relationships with senior leadership internal departments and external partners and guarantee alignment with departmental and corporate directions.
  • Oversee fleet management for the area
  • Maintain an asset management plan for all lab equipment
  • Provide senior oversight for technical support related to materials specification and performance and testing protocols and standards; troubleshoot issues that occur with testing
  • Provide civil engineering subject matter expertise and support in the review and update of the City of Edmontons Complete Streets Design and Construction Standards
  • Support in the evaluation of new products material and construction methods requests from industry that are in alignment with City Plan and the Citys Strategic goals
  • Cultivate strong relationships across diverse teams and stakeholders fostering collaboration trust mutual respect and show the ability to problem solve and reach mutually agreeable outcomes
  • Focus on the team by building a respectful workplace culture through a values-based influencer approach and working collaboratively
  • Anticipate business opportunities influence policy planning and initiatives and foster a culture of accountability through performance measurement
  • Bachelor of Science in Civil Engineering specializing in civil construction materials engineering or a related field
  • Must be a Professional Engineer (.) in good standing and registered as practicing with APEGA. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment
  • Experience in a leadership role within a large complex organization (municipal or government experience an asset)
  • Broad engineering skills and specialized civil materials and construction expertise with a particular focus on roadworks. You will be expected to serve as a City of Edmonton Responsible Member with APEGA
  • Experience managing and working with external consultants
  • Combinations of education and experience will be considered
