Gallagher Services supportsadults with intellectual and developmental disabilities in living the life of their are supported in living working and being involved in the community as independently as possible. Catholic Charities of Baltimore is currently seeking a Director LTSS and Data Management who will provide oversight of data management systems to ensure operational efficiency compliance and alignment with program needs. Collaborate with Finance and other departments to analyze and report data ensuring accurate billing and continuous improvement.
JOB DUTIES & RESPONSIBILITIES:
- Lead and ensure accountability for the development maintenance and enhancement of data management systems (currently iCareManager) serving as the primary site administrator responsible for system integrity and user support.
- Manage and maintain accuracy of the Maryland Long-Term Services and Supports (LTSS) system including weekly attendance uploads proactive exception tracking and timely error corrections ensuring minimal disruption to service delivery and billing cycles.
- Maintain and audit funding approvals to ensure data accuracy and maximize billing outcomes contributing directly to revenue assurance.
- Collaborate with Finance to resolve billing discrepancies by analyzing data researching rejections and implementing corrective actions thereby reducing billing errors and increasing reimbursement success rates.
- Compile and analyze data reports to identify trends monitor compliance and deliver actionable insights that drive improvements in operational efficiency and billing accuracy.
- Prepare and deliver clear data driven reports charts and dashboards for cross departmental leadership to support data-informed decision-making.
- Evaluate assess and implement new modules and features while identifying optimal tools for data tracking ensuring seamless integration functionality and enhanced efficiency.
- Maintain data consistency across integrated systems such as iCare Manager and LTSS by developing standardized protocols to ensure regulatory compliance with high data integrity.
- Design deliver and evaluate training initiatives and ensure up-to-date accessible manuals and operating procedures-boosting user proficiency and minimizing systems errors.
- Conducts webinars training sessions and focus groups to drive end user engagement and satisfaction- creating a feedback loop that supports ongoing system improvement.
- Recommend system customizations and enhancements that align with organizational policies procedures and core values- ensuring the platform evolves to meet business needs and supports policy adherence.
- Develop maintain and enhance user manuals across iCareManager roles- promoting consistent usage reducing onboarding time and building user confidence.
- Complete all mandatory agency training and maintain up-to-date certifications as outlined in Gallagher Services Policy and Procedures (e.g. DDA Core First Aid CPR MTTP/CMT PCP BBP Mandt Abuse/Neglect).
- Responsible for managing and directing the work of others including but not limited to recruiting new hires onboard new employees and conducting performance reviews ensuring accountability alignment with organizational goals and continued improvement in team effectiveness.
- Performs other duties as assigned.
EDUCATION & EXPERIENCE REQUIREMENTS:
- Bachelors degree in the field of Human Services and or Internet Technology.
- Experience with LTSS billing and finance.
- Three (3) years of professional experience delivering community-based services to people with intellectual and developmental disabilities.
- Experience may be substituted for education on a 2:1 basis with the approval of Administrator.

- Requires proficiency in using relevant computer systems and software including but not limited to Windows OS browsers (e.g. Chrome Edge Internet Explorer etc.) Microsoft Outlook Word Excel PowerPoint Teams iCARE LTTS and Box.
PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:
- Hybrid work options are available contingent upon business needs and performance expectations in alignment with the Agencys policy.
- Hearing and vision abilities with or without correction sufficient to drive safely and effectively observe and communicate with others.
- Adjusting or moving objects up to 20 lbs. in all directions which may include lifting carrying pushing pulling or repositioning items as necessary to perform job duties.
Driving (Agency and/or personal vehicle) is required for this position. Driver must be at least 21 years of age with a minimum of 2 years of driving experience and a valid drivers license issued by the state of residence. There can be no state issued restrictions on the licenses that would impede drivers ability to operate the vehicle as required by the Agency and there must not be more than three (3) points on their driving record.
