The Senior Advisor is a critical senior member of the Program Design team who is primarily responsible for delivering on the mandate of ColonCancerCheck and GI Endoscopy Program executing the long-term strategy of the programs and leading consultations and initiatives with key stakeholders. The Senior Advisor is the subject matter expert for the programs and trains coaches and mentors program staff. The Senior Advisor is responsible for remaining abreast of emerging evidence in colorectal cancer screening and GI endoscopy and the development of evidence-based program design and policies.
The Senior Advisor is responsible for developing and maintaining program policies and tools working with relevant teams at Ontario Health to move evidence into action by implementing program enhancements and expansions as well as program operations monitoring and evaluation. The Senior Advisor is responsible for drafting briefing notes and slide decks as well as leading expert consultations and working groups and providing advice to partners.
The Senior Advisor is focused on Ontarios colorectal cancer screening and GI endoscopy programs which are large and broad in scope with high impact on decisions. As part of this role the Senior Advisor may act on the Managers behalf in their absence and may be responsible for the day to day work allocation of team members
Here is what you will be doing:
Perform a leadership role in planning leading and executing various projects policies and initiatives while providing expert consultation and guidance.
Provide subject matter expertise and advice on the ColonCancerCheck (CCC) and GI Endoscopy (GI Endo) Programs.
Lead and contribute to knowledge transfer and exchange activities both within and outside the team.
Advise and mentor team members including Analysts Senior Analysts and Leads.
Collaborate with the team provincial clinical and scientific leads and clinical advisors to support and enhance the CCC and GI Endo Programs.
Use collaborative leadership to develop and support the dissemination and implementation of CCC and GI Endo Program recommendations resources and quality standards.
Lead content process and methodological aspects in the development and implementation of projects and initiatives for the CCC and GI Endo Programs.
Develop strategies and policies to promote the adoption of best practices in colorectal cancer screening and GI endoscopy procedures among healthcare providers facilities and Regional Cancer Programs.
Provide technical coaching and build internal capacity by facilitating workshops for program staff.
Engage with key internal partners to consult on review and develop evidence-based policies program design and supporting materials.
Proactively identify issues and risks implementing mitigation plans as needed.
Anticipate challenges and proactively design effective solutions.
Ensures all work outputs meet program objectives and comply with established standards protocols and guidelines.
Analysis
Serves as an expert resource on evidence synthesis guideline appraisal and the analysis of diverse information sources related to colon cancer screening and endoscopy.
Liaises with clinical experts and other stakeholders to define key priorities for the ColonCancerCheck (CCC) and GI Endoscopy programs.
Collaborates with Analytics and Evaluation teams to monitor and evaluate the colorectal cancer screening and GI Endoscopy programs in Ontario supporting quality improvement and performance management efforts.
Identifies and assesses health system barriers and challenges in Ontario developing strategies to promote the uptake and implementation of best practices for colorectal cancer screening and GI endoscopy programs.
Proactively identifies opportunities to improve efficiency and optimize operational workflows.
Stakeholder Engagement
Proactively engages with stakeholders to understand and anticipate their needs developing and fostering partnerships with regional cancer program administrative and clinical leadership as well as external stakeholders.
Allocates resources to ensure successful project delivery and recruits and informally supervises students and junior staff.
Builds relationships with colleagues within the team across the organization and externally to share best practices address issues identify education needs and assist in developing strategies and resources.
Provides leadership in organizing planning and facilitating international expert panels working groups and advisory committees.
Demonstrates leadership and integrity in interactions with both internal and external stakeholders.
Develops and maintains effective working relationships with internal and external stakeholders including the Ministry clinical and scientific leads hospital administrators members of the public and other Ontario Health programs and committees.
Ensures coordination of the ColonCancerCheck and GI Endoscopy programs with other parts of the organization by sharing knowledge through written and oral communication.
Partners closely with internal and external stakeholders to communicate complex concepts build consensus and support change management.
Mentors and coaches junior team members to develop their capabilities and expertise.
Here is what you will need to be successful:
Education and Experience
Masters degree in public health epidemiology health policy health sciences or another applied health-related discipline.
Minimum of five (5) years of relevant work experience including five (5) years developing and implementing evidence-based policies and program designs.
Expertise in policy development and clinical program design including critical appraisal of literature jurisdictional scans options analyses and translating evidence into clinical guidance and program design.
Extensive experience leading stakeholder engagement and consultation with members of the public clinicians hospital administrators and scientists including facilitating meetings with internal and external stakeholders.
Experience identifying contentious issues recognizing urgency and escalation needs and implementing mitigation strategies.
Experience collaborating with clinical experts and healthcare administrators.
Proven experience in consensus building and negotiation.
Strong understanding of Ontarios health care system.
Deep understanding of health literacy health equity and social determinants of health and their impact on health outcomes cancer screening and smoking cessation in Ontario.
Familiarity with population and public health approaches and/or cancer screening is an asset.
Knowledge and Skills
Strong knowledge of project management.
Knowledge of research methods and program evaluation is an asset.
Excellent oral and written communication skills with the ability to clearly and concisely convey key messages tailored to diverse stakeholders and audiences effectively facilitate stakeholder groups deliver presentations and prepare briefing notes reports and resources.
Strong persuasion negotiation mediation and conflict resolution skills with internal and external stakeholders.
Excellent interpersonal and relationship-building skills demonstrated by successfully engaging and building consensus among diverse stakeholders.
Capacity to seek and consider diverse opinions and evidence compromising on methods when necessary without sacrificing principles or goals.
Ability to interact effectively with colleagues stakeholders and the public across various disciplines and technical or clinical backgrounds.
Ability to work effectively in a high-stress fast-paced environment.
Demonstrated initiative and independence with the ability to anticipate organizational needs and take appropriate action.
