Job Description

Job Title: Project Manager (IT Project Management Change Management and Staffing Assessment)
Location: Park City UT 84020
Duration: 6 12 Months (Possible extension for longer duration)
Scope of Project:
Project Management Assessment:
The Consultant shall evaluate current project management methodologies tools and practices used within clients IT department.
Assess the effectiveness of existing project governance structures including project selection prioritization and approval processes.
Review documentation standards reporting mechanisms and project tracking tools currently in use.
Evaluate project resource allocation processes and effectiveness.
Analyze a minimum of five (5) recently completed IT projects to identify patterns of success and failure.
Assess alignment of current project management practices with industry standards (e.g. PMI PRINCE2 Agile frameworks).
Evaluate project risk management practices and their effectiveness.
Review project budget management processes and historical performance against budgets.
Assess project timeline management and historical performance against schedules.
Evaluate stakeholder engagement and communication practices throughout project lifecycles.
Change Management Assessment:
The Consultant shall evaluate current change management methodologies and frameworks in use at clients site.
Assess the effectiveness of change control processes including request submission evaluation approval and implementation.
Review change communication strategies and their effectiveness across the organization.
Evaluate training and support provided during technology transitions.
Assess user adoption rates for recently implemented technologies.
Review documentation of change management processes and adherence to established procedures.
Evaluate the integration between change management and project management processes.
Assess organizational readiness assessment practices prior to implementing changes.
Review resistance management strategies and their effectiveness.
Evaluate post-implementation support and reinforcement mechanisms.
IT Staffing Assessment:
The Consultant shall conduct a comprehensive analysis of current IT staffing levels roles and responsibilities.
Evaluate staff skill sets against current and anticipated technology needs.
Assess workload distribution across the IT department.
Review staff utilization rates and identify areas of over or under-allocation.
Evaluate the current organizational structure of the IT department and its effectiveness.
Assess recruitment retention and succession planning strategies.
Review professional development and training programs for IT staff.
Benchmark staffing levels and structure against comparable government agencies.
Evaluate the use of contractors and consultants versus full-time employees.
Assess staff satisfaction and engagement within the IT department.
Recommendations and Implementation Planning:
The Consultant shall Develop detailed recommendations for improvements in project management practices including:
Methodology adjustments
Tool recommendations
Process improvements
Governance enhancements
Training needs
Develop detailed Recommendations for Improvements in Change Management Practices including:
Framework adoption or refinement
Process improvements
Communication strategies
Training programs
Measurement and reinforcement mechanisms
Develop detailed recommendations for IT staffing including:
Optimal organizational structure
Staffing levels by role
Skill development priorities
Recruitment strategies
Retention initiatives
Create a prioritized implementation roadmap for all recommendations including:
Short-term actions (0-6 months)
Medium-term actions (6-18 months)
Long-term actions (18 months)
Develop cost estimates and resource requirements for implementing recommendations.
Identify key performance indicators (KPIs) to measure the success of implemented changes.
Create a risk management plan for the implementation of recommendations.
This is not meant to be an exhaustive list and respondent may be asked to perform additional tasks that are relevant to an IT assessment.
Deliverables:
Project Initiation Document: Detailed project plan timeline and methodology for conducting the assessment.
Current State Assessment Report: Comprehensive documentation of findings from the assessment of project management change management and staffing practices.
Benchmarking Analysis: Comparison of clients practices against industry standards and comparable government agencies.
Recommendations Report: Detailed recommendations for improvements in all assessed areas.
Implementation Roadmap: Prioritized action plan for implementing recommendations.
Executive Presentation: Summary of findings and recommendations for executive leadership and possibly City Council.
Final Report: Comprehensive documentation of the entire assessment findings and recommendations.
Project Timeline: The Consultant shall work with clients staff to determine a timeline for all deliverables.
