Main Responsibilities
Budget and Procurement
Support the Head of RMU in preparing cost estimates financial analyses forecasts and budget reports.
Maintain and update Power BI dashboards to ensure data accuracy and relevance for decision-making.
Monitor internal billing and chargeback processes for publication and communication services. Reconcile billing records with internal financial reports and resolve discrepancies.
Coordinate procurement activities including Market Consultations and Calls for Tenders in compliance with OECD procurement rules and procedures
Monitor and control official missions for staff including travel arrangements and processing of expense claims.
Review and approve purchase orders in line with OECD financial regulations. Verify budget allocations track expenditure progress and follow up on delivery confirmations.
Ensure accurate and complete documentation is maintained for audit and compliance purposes.
Participate in finance community working groups that provide input to the design and enhancement of new tools and processes.
Keep up to date OECDs regulatory framework relevant to financial management reforms.
Human Resources and Administrative
Coordinate the recruitment of staff for the CISC division including drafting job vacancies organizing candidate assessments and interview logistics managing candidate communications and supporting the drafting of panel reports.
Manage the recruitment and onboarding of interns for the COM Directorate ensuring a smooth and efficient process.
Organize onboarding and offboarding procedures for staff and respond to related queries from staff members in a timely and professional manner.
Contribute to human resources working groups by providing input on the development and enhancement of HR-related tools software and applications.
Keep up to date OECDs regulatory framework relevant to HR and corporate management reforms.
Organize team workshops and provide administrative and logistical support during meetings.
Manage office space and support timekeeping-related activities within the Directorate.
Provide basic IT-related support and coordination for tasks within the Directorate liaising with IT services when necessary.
Draft and update operational guidelines for various RMU processes contribute to the identification and implementation of best practices.
Proactively contribute to the streamlining and continuous improvement of administrative processes.
Assist with other administrative tasks as needed and provide backup assistance to RMU colleagues during peak periods or absences.
Qualifications :
Ideal Candidate Profile
Academic Background
A university degree in business or public administration HR management finance accounting or a closely related field.
Professional Background
At least one year of proven experience in a finance or HR position in an international context; experience in a major national administration or an international inter-governmental organisation would be an additional asset.
Proven experience in the application of administrative or financial procedures and policies.
Knowledge of the OECDs structure processes regulations or experience in a similar role in another international organisation would be an advantage.
Tools
Excellent knowledge of the IT systems used (SAP SRM SEM OBMR Power BI SmartRecruiters Concur and the PWB database) or the ability to learn and adapt rapidly to new technologies and systems.
Experience in using SAP for budgetary and operational reporting would be a distinct advantage.

Languages
Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.
Knowledge of other languages would be an asset.
