Job Description

Responsibilities

The Utility Account Analyst will perform duties related to but not limited to; utility account maintenance revenue enhancement compliance projects collections processing downloading and uploading routes bill preparation meter locates utility rate maintenance various work order requests public record requests water checks and other tasks assigned by the Utility Revenue Administration. Conducts utility account audits processes refunds & credits and applies the Water rules and regulations. The incumbent will assist Treasury in reconciling utility charges invoiced with the General incumbent must have the ability to educate customers on how the Water rules & regulations were applied to their account history and provideexcellent customer service to residential and business customers. Must thoroughly understand and apply the Citys Public Utility Ordinance (Title V) Water rules and regulations and other applicable policies ensuring all utility charges and appropriate fees (including penalty and interest) are collected appropriately. The incumbent must understand and follow Fair Debt Collection Laws.

Minimum Qualifications

Bachelors degree in Business Administration Business or Finance equivalency or other closely related field AND one year of experience in accounting auditing collections or other closely related work.

OR

Associates degree in Business administration and management Accounting or other closely related field AND three years of experience in the field of water and sanitary engineering; involving water revenue customer service billing and meter reading; water supply treatment and distribution systems or wastewater treatment and collection systems.

Five years of experience with Water and/or Sewer Billings and Customer Service or five years of experience in enforcing Rules and Regulations of a Governmental Agency may be substituted for an Associates degree and three years of the above required experience.

Background Check
A background investigation and evidence of Employment Authorization and Identity is required prior to employment. All candidates must pass any level of background investigation applicable to the position including current city employees seeking transfer promotion demotion etc. into a classified position.

Medical Examination & Drug and Nicotine Testing
Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen. Applicants offered employment with the City will be required to pass a nicotine screening. Newly hired employees must remain tobacco and nicotine free as a condition of continued employment. The Tobacco and Nicotine Free Hiring Policy does not apply to current City employees.
