Job Description

Position Title: Chief Technology Officer

Term of Employment: 12 months

Reports To: Superintendent

Pay Information: Salary for this position is competitive commensurate with prior experience.

General Statement of Job

The Chief Technology Officer (CTO) will provide strategic leadership and oversight for all technology initiatives within the public school system. This role is responsible for developing and implementing a comprehensive technology vision that supports the districts educational goals operational efficiency and overall mission. The CTO will lead the technology department manage technology budgets and ensure the effective and secure use of technology across all schools and administrative offices.

Essential Job Functions

  • Strategic Planning and Leadership:
    • Develop and execute a long-term technology vision and strategy aligned with the school systems educational and operational goals.
    • Identify emerging technologies and trends that can enhance learning teaching and administrative processes.
    • Lead the planning implementation and evaluation of all technology projects and initiatives.
    • Collaborate with senior leadership to integrate technology into all aspects of the school systems operations.
  • Technology Management and Operations:
    • Oversee the entire technology infrastructure including networks servers devices and software applications.
    • Ensure the reliability security and scalability of all technology systems.
    • Develop and enforce technology policies procedures and best practices.
    • Manage and optimize technology resources including hardware software and vendor relationships.
  • Team Leadership and Development:
    • Lead mentor and manage the technology department staff fostering a culture of innovation collaboration and continuous improvement.
    • Oversee professional development for technology staff and provide guidance on best practices in educational technology.
    • Recruit train and retain a high-performing technology team.
  • Budget and Resource Management:
    • Develop and manage the technology budget ensuring efficient allocation of resources.
    • Identify opportunities for cost savings and optimize technology expenditures.
    • Oversee procurement processes for technology hardware software and services.
  • Data Security and Privacy:
    • Establish and maintain robust cybersecurity measures to protect sensitive student and staff data.
    • Ensure compliance with all relevant data privacy regulations (e.g. FERPA).
    • Develop and implement disaster recovery and business continuity plans for technology systems.
  • Stakeholder Engagement:
    • Collaborate with principals teachers administrators and other stakeholders to understand technology needs and provide effective solutions.
    • Communicate technology initiatives progress and challenges to various audiences.
    • Foster partnerships with external organizations technology vendors and community groups.
  • Performs other related work as required.

Knowledge Skills and Abilities

  • Thorough knowledge of the school systems long-range Technology Plan development methodology and development standards.
  • Considerable knowledge of federal state and local policies and procedures regarding instructional technology.
  • Considerable knowledge of the appropriate uses of technology for instruction and the requirements of the NC student computer skill curriculum.
  • Considerable knowledge of computer hardware and common software applications.
  • Considerable knowledge of networking hardware and software applications capabilities and limitations service requirements and associated costs.
  • Considerable knowledge of communication installations capabilities and limitations service requirements and associated costs.
  • Considerable knowledge of cabling infrastructure and electronic components required for networking.
  • Considerable knowledge of the capabilities limitations and service requirements of mainframe computers and auxiliary equipment.
  • Considerable knowledge of computer programming techniques and system development methodology.
  • Considerable knowledge of the current literature trends and developments in the field technology. Considerable knowledge of the principles of supervision organization and administration.
  • Ability to plan direct and coordinate the work of subordinates. Ability to develop long term goals and objectives.
  • Ability to evaluate the effectiveness of programs and make recommendations for improvements. Ability to evaluate requests for changes and/or updates to currently installed technology.
  • Ability to evaluate software applications and to make recommendations for improvement. Ability to schedule and monitor development projects.
  • Ability to estimate manpower and time required for technology related projects. Ability to develop clear effective instructions for subordinates and users. Ability to effectively express ideas orally and in writing.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.

Minimum Training and Experience

  • Bachelors degree required with a strong educational foundation in educational technology technology and management computer science information management or related field. A Masters degree is preferred.
  • At least 8 years of experience in the area of technology including at least 4 years of supervisory experience; or any equivalent combination of training and experience which provides the required knowledge skills and abilities.
  • Proven experience in strategic technology planning implementation and management.
  • Extensive experience with network infrastructure cloud computing data management and cybersecurity.
  • Demonstrated success in leading and developing technology teams.

Minimum Qualifications or Standards Required to Perform Essential Job Functions

  • Physical Requirements: The work regularly requires standing and walking around the classroom and school. It requires the ability to communicate effectively using speech vision and hearing. The work requires the use of hands for simple grasping and fine manipulations. The work often requires bending squatting reaching with the ability to lift carry push or pull light weights and rarely the lifting of weights above 30 pounds. The work occasionally handles/works with biohazards and/or risks for potential job-related injury such as those found in a laboratory or shop environment. The work requires activities occasionally involving driving automotive equipment.
  • Data Conception: Requires the ability to compare and/or judge the readily observable functional structural or composite characteristics (whether similar or divergent from obvious standards) of data people or things.
  • Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes receiving instructions assignments or directions to subordinates or assistants.
  • Language Ability: Requires the ability to read a variety of correspondence reports forms articles proposals contracts etc. Requires the ability to prepare correspondence reports forms evaluations contracts policies handbooks budgets etc. using prescribed formats and conforming to all rules of punctuation grammar diction and style. Requires the ability to speak before groups of people with poise voice control and confidence.
  • Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems collect data establish facts and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.
  • Verbal Aptitude: Requires the ability to record and deliver information to explain procedures to give oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including educational and legal terminology.
  • Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; and to apply the principles of descriptive statistics statistical inference and statistical theory.
  • Form/Spatial Aptitude: Requires the ability to inspect items for proper length width and shape.
  • Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment.
  • Manual Dexterity: Requires the ability to handle a variety of items such as office equipment and hand tools. Must have minimal levels of eye/hand/foot coordination.
  • Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with emergency situations.
  • Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via telephone.
