Job Description

Marion County requires on-site work. Remote work is not available.


GENERAL STATEMENT OF DUTIES
Act as a liaison between tenants and property managers while administering various housing assistance programs provided by Marion County Housing Authority. Provide considerable contact with property managers and families to assist and assure compliance in all assisted housing-related functions in accordance with federal state and Housing Authority guidelines.

SUPERVISION RECEIVED
Work under the general supervision of a supervisor who establishes goals and reviews performance through regular monitoring of office workflow conferences and analysis of reports.

SUPERVISION EXERCISED
Primary supervision is not the responsibility of this classification; however supervisors may assign leadwork responsibilities.

Typical Duties - Duties include but are not limited to the following

  • Manages a caseload of tenants and landlords within a specific geographic area. Explains program rules to new and current tenants and landlords.

  • Verifies documents and calculates tenant income assets applicable expenses and utility allowances which determine family rent amounts. Conducts rent-reasonable surveys and negotiates rents. Prepares and explains leases and contracts to clients and landlords. Initiates and processes terminations of assistance.

  • Annually reviews tenants income/eligibility to determine rent increases or decreases. Acts as liaison between owner and tenant to resolve problems. Reviews and negotiates landlord rent increase requests.

  • May inspect housing units for compliance with Housing Quality Standards. May inspect units prior to new participants moving in and on an annual basis. Notifies owners of needed repairs and re-inspects for Federal Housing Quality Standards. Also conducts housekeeping inspections for owned housing programs.

  • Initiates and maintains close communication with owners managers and social services agencies to assist families and prevent fraud. Investigates and compiles legal data in cases of suspected program abuse.

  • Prepares evictions termination of assistance and attends informal hearings and/or court hearings.

  • Gives instructional and informative presentations orally during periodic briefings of applicants and update briefings of current tenants.

  • Performs other related duties as assigned.

Requirements for the Position

EXPERIENCE AND TRAINING

  1. Two years college course work in human relations public administration or related field; AND
  2. Two years of experience working with low-income families or the elderly in a social services agency or Housing Authority; OR
  3. Any satisfactory combination of work education training or experience relevant to the position as determined by Marion County.

SPECIAL REQUIREMENTS
  • The finalist for this position will be required to pass a criminal history background check; however conviction of a crime may not necessarily disqualify an individual for this position.
  • Must possess a current drivers license in the applicants state of residence and an acceptable driving history. Marion County Housing Authority will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to Marion County Housing Authority policy and procedure.
  • This assignment is not represented by a union.
  • This is a full-time position which is eligible for overtime.
  • Typical Work Schedule: Monday through Friday 8:00 A.M. - 5:00 P.M with flexibility depending upon the needs of the department and program.

KNOWLEDGE SKILLS AND ABILITIES
Considerable knowledge of low-income housing programs statutes and regulations; law regarding property management tenants and rental market preferable; community resources available to low-income families elderly persons disabled and social service agencies; basic math.

Ability to clearly and concisely communicate verbal and written; interpret federal state and local policy relating to housing programs; work independently and demonstrate sound judgment in decision making; resolve conflict between tenant property management and agency. establish and maintain harmonious working relationships with the public clients and fellow employees.

Skill in mediating conflict; prioritization of large workload; operating a computer with basic software.

PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; bends forward; stoops; crawls; reaches overhead; lifts up to 30 lbs.; pushes up to 50 lbs.; pulls up to 50 lbs.; carries up to 50 lbs.; moves carts weighing up to 50 lbs.; operates a keyboard; speaks clearly and audibly; reads a 12 pt. font; rapid-mental/hand/eye coordination; sees using depth perception; hears a normal (or whispered) level of speech; may be rarely exposed to heat cold dust uneven areas noise wet areas and chemicals; may need to use ladders or scaffolding rarely; possible exposure to blood/body fluids.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions about your loan eligibility should be directed to your loan servicer or the US Department of Education.

VISA SPONSORSHIP
Marion County does not offer VISA sponsorship. Within three days of hireyou will be required to complete the US Department of Homeland Securitys I-9 form confirming authorization to work in the United States. Marion County is an E-Verify employer and will use E-Verify to confirm that hires are authorized to work in the United States.

    • Certification that medical separation from active duty under honorable conditions will take place not later than 120 days after the submission of the certificate.
