About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County the third most populated county in the United States with a population in excess of 4.7 million including the City of Houston the nations fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county which consist of approximately 1500 channels totaling nearly 2500 miles in length as well as more than 60 regional stormwater detention basins totaling more than 10000 acres and several wetlands mitigation banks including Greens bayou.


What you will do atHarris County Flood Control District:

Harris County Flood Control District is seeking experienced motivated and resourceful candidates for the role of Project Manager with the Feasibility Studies Department.


The Project Manager will be responsible for managing stormwater planning studies from inception through the evaluation process and preparation of final documentation. Studies typically range in scope and complexity from straightforward assessments to lengthy and complex analyses covering large regions of Harris County.

Essential Functions and Duties:
  • Develop scope schedule and budget for assignments.
  • Lead feasibility studies which will be used to identify projects for the Districts Capital Improvement Program and also support the Feasibility Studies Department as well as the greater Planning Division strategies.
  • Facilitate and lead planning meetings with the internal study team and project consultants.
  • Manage efficient and effective execution of assigned projects ensuring timeliness cost effectiveness and quality of deliverables as well as engaging appropriate Flood Control District staff to ensure coordination during execution.
  • Seek guidance to ensure that tasks are completed within scope schedule and budget.
  • Collect assimilate and present data and technical recommendations associated with feasibility studies in reports memos and public forums.
  • Ensure proper and accurate financial reporting of projects.
  • Participate in the public engagement process by assisting in preparing for and presenting at public meetings.
  • Prepare decision points briefing memos and PowerPoint presentations to provide status updates to Planning Leadership and the Executive Management team.
  • Prepare correspondence and support the development of public-facing communication tools (exhibits summary documents presentation slides).
  • Perform model reviews for interim and final feasibility study deliverables and other technical reviews.
  • Perform LOMR/ CLOMR and local drainage reviews.
  • Provide technical support across the Planning Division.
  • Perform reconnaissance studies to support decision-making in the Planning Division.
  • Assist in technical training and mentoring of junior staff.
  • Perform other duties that may be added or changed as the course and scope of the job directs.

Requirements

Knowledge Skills and Abilities:
  • Excellent communication skills to convey complex technical concepts to both technical and non-technical stakeholders including community members government officials and the public.
  • Understanding of hydrologic and hydraulic modeling principles and the ability to run HEC-HMS and HEC-RAS.
  • Knowledge of federal state and local regulations and standards related to flood management.
  • Ability to prepare technical reports and documents.
  • Strong skills using Microsoft Office applications.
  • Work well and collaborate with the public interest groups government agency personnel diverse stakeholders and external organizations.
  • Ability to make informed decisions under pressure considering technical financial and regulatory factors.
  • Can work independently with limited supervision relative autonomy and general review.

  • Frequent stooping bending reaching lifting and carrying items up to 11 pounds and occasional lifting of up to 20 pounds.

  • Frequent driving of a vehicle with automatic controls or four-wheel drive.
  • Occasional walking up and down steep slopes of ditches or on rough and uneven surfaces or ground such as sloping terrain plowed or furrowed areas or construction sites.

  • Work is generally performed indoors in a normal office environment with acceptable lighting temperature air conditions and noise levels.
  • When at field locations may be exposed to significant levels of heat cold moisture air pollution wind and dust wildlife flying/walking insects vibration and/or noise in excess of 85 decibels.



Employment may be contingent on passing a drug screen and meeting other standards.
