DEFINITION
Under general administrative direction plan organize direct manage and oversee the activities and operations of the City Engineer functions including plan and design specifications for a variety of City projects such as the development organization and implementation of City capital improvement projects; coordinate assigned activities with other departments and outside agencies; and provide highly responsible and complex administrative support to the Public Works Director.
SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Public Works Director. Exercises direct supervision of the Engineering Division and its support staff.
EXAMPLES OF ESSENTIAL DUTIES
Duties may include but are not limited to the following:
- Reliable and dependable attendance and punctuality.
- Develop plan and implement department goals and objectives; recommend and administer policies and procedures.
- Assume full management responsibility for all City Engineer services and activities including the development management and oversight of City capital improvement projects and the general management of City projects.
- Manage the development and implementation of departmental goals objectives and priorities for each assigned service area; recommend and administer policies and procedures.
- Establish within City policy appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures and allocate resources accordingly.
- Assess and monitor work load administrative and support systems and internal reporting relationships; identify opportunities for improvement; and direct and implement changes.
- Plan direct and coordinate through subordinate level staff the Engineering Departments work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures and; meet with key staff to identify and resolve problems.
- Select train motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies and implement discipline and termination procedures.
- Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing equipment materials and supplies; approve expenditures; and implement budgetary adjustments as appropriate and necessary.
- Manage external funds such as grants for certain projects.
- Oversee construction work under City contract and private construction of public improvements and resolve construction claims and conflicts.
- Analyze and assess the impact of pending legislation which may impact City engineering functions.
- Research data and provide consultation to engineers contractors and City management staff; develop and propose solutions to complex engineering and/or community development problems.
- Approve final Subdivision and Parcel Maps; approve plans and specifications for engineering and construction projects.
- Oversee traffic and radar speed studies.
- Perform specialized studies and analysis and prepare reports and complete utility rate
studies and analysis. - Provide staff assistance to the Public Works Director; prepare and present staff reports and other necessary correspondence; manage contracts and negotiate development conditions with developers and engineers; and plan regional transportation systems.
- Represent the Engineering Division/Public Works Department to other departments contractors community groups attorneys elected officials and outside agencies and coordinate assigned activities with those of other departments and outside agencies and organizations.
- Explain justify and defend department programs policies and activities and negotiate and resolve sensitive and controversial issues.
- Oversee and participate on a variety of boards commissions and committees.
- Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of engineering and incorporate new developments as appropriate.
- Perform other related duties as assigned.
Knowledge of:
- Operations services and activities of a comprehensive engineering program.
- Advanced principles and practices of public and engineering administration.
- Advanced principles and practices of capital improvement projects planning development and administration.
- Methods and techniques of inspection.
- Principles and practices of municipal budget preparation and administration.
- Theory principles and practices of civil engineering and their application to the design and preparation of engineering specifications and construction of public works facilities including roads bridges drainage systems airports and water and wastewater facilities.
- Construction methods materials and equipment. Contract development and administration.
- Principles of engineering management supervision training and employee evaluation. Office procedures methods and equipment including computers and applicable software applications such as word processing spreadsheets and databases.
- Pertinent Federal State and local laws codes and regulation.
Ability to:
- Manage and direct a comprehensive engineering program.
- Develop and administer departmental goals objectives and procedures.
- Analyze and assess programs policies and operational needs and make appropriate adjustments.
- Identify and respond to sensitive community and organizational issues concerns and needs.
- Plan organize direct and coordinate the work of lower-level staff.

- Analyze problems identify alternative solutions project consequences of proposed actions and implement recommendations in support of goals.
- Research analyze and evaluate new service delivery methods and techniques.
- Consult City elected officials management and staff on engineering issues.
- Plan organize and manage the City Engineer functions of the City Master Plans.
- Develop and administer City capital improvement projects.
- Develop and administer grants.
- Plan and oversee project scheduling completion and acceptance (at design and construction stages).
- Perform a wide scope of the most professional engineering work in the preparation of plans designs and specifications for public works and City facility development construction and maintenance.
- Prepare a variety of engineering reports.
- Conduct engineering reviews of designs plans and specifications prepared by others.
- Gather organize analyze and present a variety of technical engineering and statistical data.
- Perform construction project administration ensuring compliance with plans specifications and contracts.
- Effectively represent the Engineering Division/Public Works Department in contacts with the public other City staff and other government agencies.
- Operate office equipment including computers and supporting word processing spreadsheet and database applications.
- Communicate clearly and concisely both orally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
Qualifications
MINIMUM QUALIFICATIONS
- Must be age eighteen (18) by the date of application.
- Equivalent to the completion of the twelfth grade.
- Possession of a valid California Class C driver license.
- Possession of a valid Certificate of Registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.
- Any combination of education and experience which would likely provide the required knowledge and abilities is qualifying:
- Bachelors Degree from an accredited college or university with major coursework in civil engineering public administration or a related field.
- Four (4) years of increasingly responsible engineering experience including two (2) years of management and administrative responsibility.
DESIRED QUALIFICATIONS
- Land Surveyor Registration.
