Job Description

This position willserve as a Special Consultant for the Community Health Investment (CHI) Section within the Office of Policy and Planning (OPP) by supporting coordination of external affairs to advance public health policy addressing population health management priorities and identifying and implementing community health investment strategies. Under the direction of the CHI Section Manager the Special Consultant will provide effective collaboration and communications with internal and external partners.

The Special Consultant supports the California Department of Public Health (CDPH) mission and strategic plan by advancing the health and well-being of Californias diverse people and communities and addressing upstream health factors to increase health equity. By identifying shared priorities and strategies for statewide population health improvement the Special Consultant will facilitate and support key partnerships focusing on and addressing these issues both inside and outside of the department.

The mission of the OPP is to advance transformative policy and systems change that will promote state and community health improvement through prevention equity and collective action. The OPP promotes public health policy priorities and supports CDPH capabilities for community health improvement advancement of opportunities to use policy to leverage health system transformation research and analysis integrated planning decision intelligence and engagement of other sectors to improve the publics health.

The salary for this position is $125.00 per hour.This is a part time hourly position as needed.

This position has funding through June 30 2028 and may be extended only if funding is available.

ESSENTIAL FUNCTIONS

  • 45% -Helps build and strengthen cross-sector strategic partnerships beyond public health including with other departments commercial insurers and community partners. Provides strategic guidance related to policy formulation administration and relationships with partners regarding priorities such as health equity community health improvement and population health management through the work of the OPP. Contribute to department-wide quality improvement strategies assessing and evaluating the impact of various initiatives. Assist with the development of internal and external communications strategies related to specific CDPH initiatives
  • 25% - Provide support and guidance for the alignment of LHJ Community Health Assessments (CHA) and Community Health Improvement Plans (CHIPs) and Medi-Cal Managed Care Population Needs Assessments
  • 15% -Support the piloting of innovative investment and financing models and tools with local health jurisdictions (LHJs) through ongoing technical assistance assessment strategic planning and trainings to maximize sustainability and flexibility. Collaborates with partners to inform develop and execute initiatives that advance community health investment such as the California Department of Health Care Services the California Health and Human Services Agency (HHS) California Conference of Local Health Officers (CCLHO) County Health Executives Association of California (CHEAC) LHJs and academic institutions
  • 10% - Plan and organize the development evaluation and research of emerging health issues and related policy implications as needed.

JOB QUALIFICATIONS

Education/Experience

  • Bachelors degree is required
  • Masters degree in public health or equivalent field preferred.
  • Experience in successfully working with a multi-disciplinary team including leadership programs and contractors.
  • Experience in project management
  • Supporting the development of internal and external communications strategies related to specific CDPH initiatives
  • Planning and organizing the development evaluation and research of emerging health issues and related policy implications
  • Building and strengthening cross-sector strategic partnerships beyond public health including with other departments commercial insurers and community partners.
