Provides management administration and/or analysis and evaluation of financial activities within a college or complex university department.
Essential Duties:
- Manages all departmental accounts. Reconciles monthly financial reports to clear outstanding expenses payroll budget revisions and transfers. Creates cost spending certification reports. Monitors and ensure money is spent correctly. Sets up new vendors and ensures invoices are on the correct accounts. Makes cash deposits into special accounts. Maintains budget and grant administration Pcard management and OU Foundation funds.
- Analyzes departmental financial procedures. Makes recommendations for change and develops strategy for change.
- Collects and analyzes data and prepares financial reports.
- Coordinates and carries out projects or assignments requiring initiative independent action and specialized knowledge or expertise. May include producing in-house publications performing public relations and monitoring staff to ensure guidelines and procedures are followed.
- Monitors financial and budgetary systems for the department college to insure proper allocation of expenditures and compliance with applicable regulations.
- Balances all accounts and prepares monthly financial statements.
- Generates reliable cost information to be used in preparation of new or modified budget proposals.
- Assists in the preparation and administration of the annual budget and preparing follow-up reports as requested throughout the year.
- Assists with the development implementation and interpretation of policies and procedures ensuring compliance with federal state and university policies and regulations.
- Develops recommends and administers management information systems for the college department including financial records personnel records student enrollment statistics physical facilities and equipment.
- Coordinates with University administration offices regarding financial practices within the college department.
- Advises on matters concerning administrative practices policies and procedures regarding accounts budgets and or forecasts for the department and the university.
- Assists with development and modifications to accounting systems necessary to ensure sound practices are followed for disbursement of university funds.
- Oversees records maintenance (inventory personnel office files etc.)
- Performs various duties as needed to successfully fulfill the function of the position.
Required Education:Bachelors degree in Accounting Business Administration or related field
Equivalency Substitution:Will accept 48 months of related experience in lieu of the Bachelors degree for a total of 72 months of related experience.

Departmental Preferences:
- Ability to demonstrate strong Excel skills including financial modeling data analysis pivot tables and macros.
- Minimum of two (2) years of relevant experience in accounting and finance systems and processes including financial statement preparation budgets and financial and cost analysis.
- Experience in fiscal management working with budgets allocating funding and monitoring outcomes.
- Previous experience using PeopleSoft Financials &/or HR Adaptive Budget and Planning or other university software.
