GENERAL DESCRIPTION:


The Wyoming Department of Agriculture (WDA) is searching for a Natural Resources Program Principal for its Natural Resources Division. This position represents the Wyoming Department of Agriculture and its mission in the development of polices and the implementation of proposals which will protect and enhance the states agriculture and natural resources. This position provides written and oral comments to local state and federal agencies and entities as well as serving as the WDA government cooperator. The position serves as a liaison to agricultural producers and private landowners interests on policy and natural resource issues.

  • Serve as a liaison between the WDA and the agricultural natural resource and conservation interests the Governors Policy Office other state agencies local government representatives federal agencies legislators and congressional delegation.
  • Serve as official state government cooperator at federal meetings involving federal state and local government; providing both oral and written comments.
  • Serve as the WDA representatives on working groups with government officials at all levels to identify and resolve differences and to create comments policy and implementation plans which enhance proposed federal and state statutes regulations plans programs and activities critical to maintaining a viable agricultural industry and the protection of the natural resources of Wyoming.
  • Identifies researches analyzes and comments on federal state and local proposals that impact the WDA mission and agricultural natural resource and conservation interest throughout the state. Proposals which receives comments include but are not limited to: proposed legislation regulations land and resource management plans activity plans National Environmental Policy Act documents Endangered Species Act listings and delistings EPA and water related issues Notices of Proposed Rules (federal and state) and Federal Register Notices.
  • Researches analyzes and collects information in natural resource management and land use planning.
  • Communicates regularly with Natural Resources and Policy Division Manager WDA Directors Office Governors Policy Office and all levels of federal state and local government officials to discuss and clarify position recommendations and proposed comments.
  • Assist in developing language for Memorandums of Understanding and Memorandums of Agreements for state government participation.

  • Assist land management agencies on livestock grazing management issues permits rangeland health and monitoring and other issues that may arise.

  • Work with agriculture producers and private landowners on policy and natural resource concerns and issues.

  • Collaborates within the Division to sustain knowledge base and common understanding of issues and policies.

Qualifications

KNOWLEDGE:


  • Knowledge of natural resource issues related to public and private lands agriculture natural resources conservation species of concern (threatened and endangered species) and the environment; including federal state and local government statutes regulations policies programs and academic studies.
  • Knowledge of and ability to determine impacts and consequences of proposals upon agriculture and agricultural producers land owners the general public natural resources and the environment.
  • Knowledge of the WDAs mission philosophy strategic plan and policies on agriculture livestock grazing conservation and other environmental issues.
  • Must possess the ability to process information quickly and make independent decisions.
  • Must possess strong skills in oral and written communication to clearly convey information and arguments to all interested parties.
  • Must possess the ability to work collaboratively with various groups resolve conflicts negotiate solutions and facilitate and mediate discussions.
  • Knowledge of GIS software.
  • Knowledge of government personnel management budgeting and strategic planning.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in The Sciences)
Experience:
1-2 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Analyst
OR
Education & ExperienceSubstitution:
4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Analyst
