Purpose of Job
Under limited supervision performs complex systems operation and technical maintenance of the Citys Traffic Operations Center (TOC) and associated electronic devices; is responsible for daily activities of the TOC including signal operation coordination of tasks and maintenance with other City Departments electronic device testing inspection of Intelligent Transportation System (ITS) devices systems data management system enhancements and public liaison. Assists with the installation and maintenance of the Citys Wide Area Network communications system.
II. Essential Job Duties
A. Operates Traffic Operations Center (TOC)
- Operates TOC systems and electronic devices through sophisticated ITS software and complex communication protocols.
- Provides daytime staffing of TOC operations as necessary to ensure TOC is properly staffed during designated hours.
- Monitors ITS device operation using laptop computer in the field and/or a desktop computer in the TOC. Recommends tests and safely completes appropriate changes for effective system operation.
- Monitors and maintains system data using various tools including traffic signal software CCTV monitoring ITS software applications and the Police Computer Aided Dispatch (CAD) feeds for incidents.
- Modifies and implements traffic signal timing as approved by the Traffic Engineer II or III.
B. Maintains TOC systems and equipment
- Inspects and verifies that systems and equipment are working properly; diagnoses and corrects problems where and when they occur. Makes independent technical decisions in the course of day-to-day maintenance activities without need for direction to do so. Coordinates closely with Signalization Technician personnel on field activities.
- Reads and interprets diagrams construction drawings manuals and specifications for new installations and the continual maintenance of existing ITS and signal devices; makes corrections to schematics and construction drawings as necessary;
- Assists contractors and other agencies with installation of new ITS and traffic signal devices and system expansion. Can properly configure TOC devices out of the box.
- Leads and participates in complex field and bench testing procedures on a variety of ITS equipment such as closed circuit television systems traffic control system units trailblazer signs dynamic message signs fiber optic and radio communication facilities conflict monitors incident detection systems load switches inductive radar and video vehicle detection systems power service and other assemblies
- Troubleshoots and tests ITS and traffic signal equipment to component level of micro processing systems when problems arise; maintains and services TOC equipment as necessary and per manufacturer recommendations.
C. Administrative
- Establishes maintains and updates the database of information associated with system operation and data collection.
- Documents work performed on all ITS devices in the TOC and the arterial infrastructure and updates corresponding records.
- Creates reports and logs of operation and maintenance activities.
III. Other Job Duties
Performs other job duties as assigned including:
- Address complaints from citizens regarding traffic signals in coordination with the Traffic Engineer III.
- Review design plans regarding conduit signal and ITS installations or changes.
- Coordinates activities with ITS Project Manager
IV. Primary Job Challenges
A primary challenge of this position includes ensuring operation maintenance and inspection of the TOC and the TOC infrastructure is functioning properly including signal controllers detection and ITS devices without need for direction or guidance to do so.

VI. Key Competencies Required
- Job Content Knowledge:
- Basic knowledge of traffic engineering and ITS practices and procedures.
- Intermediate knowledge of applicable local state and federal regulations.
- Intermediate knowledge of construction techniques design standards and specifications.
- Basic knowledge of contract administration and negotiation.
- Intermediate knowledge of various types of traffic operation equipment and their operation maintenance testing and repair requirements / include signal equipment traffic control devices ITS equipment communications equipment etc.
- Proficient with computers and Microsoft products (Word Excel Outlook etc.) Adobe and Bluebeam.
- Proficient with (or ability to be proficient with) Arc GIS and GPS equipment is desirable.
Read analyze and interpret general business periodicals professional journals technical procedures or governmental regulations. Write reports business correspondence and procedure manuals. Effectively present information and respond to questions from groups of managers customers and the general public.
Add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals. Compute rate ratio and percent and to draw and interpret bar graphs.
Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization decision making some choices are known while others may need to be identified. Some reliance on precedent. Interpret a variety of complex instructions furnished in written oral diagram or schedule form.
Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides input into identifying and solving problems. Anticipates need of others for information about job tasks and work environment and provides it to them in a timely manner. Willingly assists others with job tasks when appropriate.
VII. Physical Demands and Work Environment
Physical Demands:Performance of the essential duties of this job requires the incumbent to:
- Must remain in a stationary position 50% of the time.
- Frequently move about inside the office/building to access file cabinets office machinery the public etc.
- Constantly operates a computer and other office productivity machinery such as a calculator copy machine computer printer and telephone.
- Regularly positions self to maintain office area and items needed to complete daily tasks.
- Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations.
- Occasionally moves/transports up to 50 pounds.
Work Environment:
Performance of the essential duties of this job requires:
