Description / Position Overview

About the Job: In this position within the Colorado Springs Police Department (CSPD) you will serve as a liaison and senior-level business analyst focused on the management of Software-as-a-Service (SaaS) initiatives. You will play a pivotal role in identifying and implementing technical solutions that meet operational needs while also ensuring compliance vendor oversight and account management.

You will collaborate with CSPD stakeholders to gather requirements design IT solutions and act as the voice of the agency throughout the software lifecycle. This role will focus on improving service quality and ensuring vendor services deliver business value in a law enforcement environment.

As an IT Business Analyst Senior you will:

  • Partner with City IT and CSPD command to identify and document business requirements for new or enhanced technology services.
  • Translate operational needs into functional requirements process flows user stories and test cases.
  • Serve as CSPDs liaison for SaaS vendor relationships including performance monitoring account administration and contract and IT compliance.
  • Evaluate business processes anticipate requirements identify areas for improvement and develop/implement optimized solutions.
  • Lead system and workflow analysis to support decision-making and identify technology gaps.
  • Facilitate communications across multiple stakeholder groups including command staff IT teams and vendors.
  • Conduct and support User Acceptance Testing (UAT) for new system implementations and upgrades.
  • Ensure ongoing regulatory and IT compliance in all system integrations and service agreements.
  • Participate in the development of training materials and support end-user training initiatives.
  • Stay abreast of emerging technologies law enforcement standards and data integration opportunities (NCIC NIBRS RMS).

Knowledge Skills and Abilities:

  • In-depth understanding of SaaS platforms business process mapping and requirement elicitation methods
  • Strong skills in vendor negotiations service design and solution analysis
  • Excellent communication and facilitation abilities
  • Experience working across multidisciplinary teams in a complex IT environment
  • Ability to balance technical and operational perspectives
  • Advanced understanding of law enforcement or public safety systems is highly desirable
  • Proficiency with Microsoft Office; familiarity with business intelligence tools preferred

Minimum Qualifications

*Preferred professional experience in government or public safety IT settings.


Education and Experience Equivalency:One year of relevant work experience may be substituted for one year of required education (OR) one year of relevant academic coursework beyond the minimum requirement may be substituted for one year of required professional experience.
