Position Description
Position Overview:
The Development Services & Permits Division facilitates safe and responsible development construction and occupancy of buildings and properties in our community. In 2023 the division issued over 57000 permits with a construction value of $11.15B. In addition the division conducted over 41000 inspections and almost 85000 plan reviews. We strive to provide prompt and courteous service to our customers ensuring compliance with all applicable laws and regulations. Our goal is to promote public safety protect the environment and support economic growth through the issuance of permits and inspections. We are committed to transparency accountability and continuous improvement in all aspects of our operations.
The commercial senior plan reviewer is responsible for leading a team that performs a technical review of engineered plans to determine conformance with Harris County Regulations.
Job Duties:
- Assist in training new team members.
- Supervise and assisting team members.
- Review construction plans submitted to ensure compliance with Harris County Design Standards and all applicable local state and federal codes and guidelines.
- Convey detailed instructions relative to permitting.
- Communicate with the public by telephone and in person to inform them of specific aspects of the regulations.
- Interface with various sections of the Permit Office by verbal and written communication
- Perform multiple tasks meeting deadlines and occasionally work extended hours.
- During emergency response situations for our community such as hurricanes or floods the position may be tasked with additional duties. Not all duties and responsibilities may be included in the above description.

Education:
Bachelor of Science degree in Civil Engineering or related field
Experience:
3-years of plan review design construction experience or closely related field.
Knowledge Skill & Abilities (KSAs):
- Ability to oversee and manage staff.
- Knowledge of principles and practices of civil engineering and surveying including design construction drainage infrastructure design and operation
- Knowledge of commercial development methods materials and techniques used in construction.
- Must be proficient in the use of personal computers.
- Must have good verbal and written communication skills and must be able to communicate effectively with the general public.
- Ability to read and comprehend construction plans.
- Ability to exercise flexibility in accommodating shifting priorities demands and schedules.
- Ability to establish effective working relationships with co-workers developers private engineers and members of the public; perform technical reading and writing; effectively utilize engineering design standards; assess and prioritize multiple tasks projects and demands; take initiative and exercise sound independent judgment within areas of responsibility.
- A valid drivers license (Texas upon hire) and a good driving record. (Must provide and maintain proof of automobile liability insurance upon employment)

Preferences
Education:
Master of Science degree in Civil Engineering or related field
Experience:
Certified Floodplain Manager (CFM); General plan review civil project management
General plan review civil project management
Knowledge Skill & Abilities (KSAs):
Knowledge of FEMA floodplain regulations and floodplain mitigation concepts.
Ability to understand civil site grading plans.
General Information
Position Type and Typical Hours of Work:
Full-Time Regular 40 hours per week.
Subject to early mornings late evenings weekends and holidays at times depending upon the project or workload.
Salary:
Commensurate with experience based on 26 pay periods.
Physical Demands and Environmental Exposure:
Most assignments will be performed in an office meeting or operations command center environment but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
This position requires bending stooping and lifting to 25 lbs. frequent walking standing sitting reaching and ascending/descending stairs.
